Foyce Le Xuan made police report against Jack Neo for sexual harrassment this afternoon at Tampines NPP

Actress Foyce Le Xuan had lodged a police report at the Tampines Neighborhood Police Post this afternoon against her former employer Jack Neo for sexual harrassment.
Shin Min Daily reported that Foyce had passed the police the SMSes purportedly sent to her by Jack.
In addition, she also made a police report over a male stranger who had been harrassing her with phone calls and SMSes over the last few days warning her to “be careful as they won’t let her off”.
Foyce claimed that she had nothing personal against Jack and she is lodging the police reports for “self-protection.”
Jack Neo was embroiled in a series of sex scandals lately which had rocked the entire nation.
After his affair with a 22 year old model Wendy Chong was leaked to the press, Foyce stepped forward and accused him of sexually harrassing him six years ago which he denied and challenged her to provide the proof.
Foyce showed two of the SMEs sent to her by Jack to Lianhe Wanbao:
1. “Thinking of you now” (in Chinese)
2. “i am on the way to jB doing e album promotion last 2 days were in KL. Miss u.”
In an interview with The New Paper yesterday, she described Jack as being “inhuman” and “devil” and insinuated that they had some sort of sexual contact.
She appeared to take a softer stance against Jack today, telling the media that she understood why he refused to admit making sexual advances against her in the past.
Foyce added that she would not speak to the media about the matter anymore after being advised not to do so by her church pastor and friends.
“I feel it is God’s will that I do not speak to the media again after today,” she was quoted as saying.
When Wanbao reporters tried to contact Jack Neo, his manager picked up the call and told them that Jack does not wish to comment further on the matter.
Manpower Ministry: More “locals” hired in 2009
Written by Our Correspondent
Stung by rising anger on the ground at the relentless influx of foreigners into Singapore, the state media resorted to playing around with statistics again to mislead Singaporeans into believing that fewer foreign workers were being hired last year.
The Straits Times declared that “the number of foreign workers employed fell by 0.4 percent” last year based on the Labor Report released by the Manpower Ministry (MOM) today:
![]()
[Source: Ministry of Manpower]
It also claimed that “more locals were hired last December from a year ago, going up by 41,800 or 2.2 per cent.”
An unsuspecting reader would have believed that Singapore is indeed hiring less foreign workers in accordance to speeches made by PAP leaders lately that the government will reduce its perennial dependence on foreigners.
What was not revealed is the little known fact that MOM lumps “citizens” and “PRs” together under the same category of “locals” and so an increase in the hiring of locals does not automatically translate to more Singapore citizens being employed. (boxed above in red)
For some strange reasons, MOM has refused to reveal the exact numbers of Sinagpore citizens being employed or retrenched in all its official statistics.
Aren’t PRs foreigners too? How can they be considered as “locals” together with native Singaporeans?
Furthermore, given the ease in which Singapore PRs are given out to foreigners like toilet papers, the categorization of PRs as “local” workers make no sense at all as they can be foreigners only a few months ago!
According to Home Affairs Minister Wong Kan Seng, two out of every three PR applicants in Singapore are successful, an astonishingly high success rate for a developed nation.
Unlike other developed countries like Australia and Canada which stipulate a minimum period of residencies before prospective migrants can apply for PRs, there are no such regulations in Singapore.
The state media reported last year of a China National Zhang Yuanyuan who obtained her Singapore PR within two months of application. She worked as a Chinese language teacher in a private school.
Another scheme called the “Landed Permanent Residence” scheme allowed “top notch professionals” to obtain Singapore PR without even setting foot on the country.
[Source: Guide me Singapore]
With so many foreigners “fast-tracked” to become Singapore PRs, the employment statistics provided by MOM are inevitably distorted and do not provide an accurate picture of the reality on the ground.
MOM should stop obfuscating the matter and gives us a breakdown of the exact number of Singapore citizens, PRs and foreigners who are hired in 2009 as well as their respective unemployment rates instead of vague figures and categories like “local” workers.

Foyce Le Xuan: If I confess to having sex with Jack Neo…
March 15, 2010 by Our Correspondent
Written by Our Correspondent
Just when the Jack Neo sex scandal appears to be fizzling out, Foyce Le Xuan dropped a bombshell in her interview with The New Paper yesterday insinuating that she may have had sexual intercourse with Jack!
The Jack Neo affair has captured the attention of Singaporeans after it was leaked to the press by his mistress 22 year old Wendy Chong.
Foyce subsequently came forward with her story that Jack had made sexual advances towards her during her stint with his entertainment group 6 years ago.
Jack has since denied her allegations and challenged her to show the proof that he had sexually harrassed him.
A sobbing Foyce Le Xuan told TNP that she had “held back certain details during her first interview” on Monday:
“I didn’t reveal all the details of Jack’s advances towards me six years ago. I didn’t tell the media as I didn’t want to defame myself and hurt his family further.”
Foyce used words like “inhuman” and “devil” to describe Jack Neo, but declined to reveal exactly what he “did” to her.
When asked if Jack had sex with her, she replied:
“If I confess to this, the matter will blow up.”
Her non-commital reply seemed to suggest that she did have “intimate” contact with Jack or otherwise she would have answered “NO” immediately.
Foyce said she had “confessed” to her pastor “all the horrible things that Jack had done” and he will speak to Jack’s pastor in turn.
She did not reveal what “horrible” things that Jack had done to her, but it is unlikely to be just a few flirtatious SMSes.
Both Foyce and Jack are from City Harvest Church.
Foyce claimed that she will only let the matter go and move on if Jack publicly admit that “he had made advances towards her.”
It is highly unlikely that Jack Neo, who appears to enjoy the tacit support of his close friend Foreign Minister George Yeo will agree to her request to do so as it will be tantamount to him admitting that he has been lying all along.
Just as when Singaporeans are preparing to move on, it will be an unmitigated PR disaster for him to admit now that he had sexually harrassed Foyce Le Xuan or worse exert pressure on her to “succumb” to him after days of refuting the allegations and counter-accusing the girls of lying.

Mah Bow Tan: We do not want flat prices in the future to go down
Written by Our Correspondent
For Singaporeans who are still harboring false hopes that the prices of HDB flats will go down in the future, they are likely to be disappointed by this statement from National Development Minister Mah Bow Tan that the government has no intention of allowing flat prices in the future to go down.
Worried at the rising chorus of public discontent against escalating HDB flat prices, poor Mr Mah had to burn his precious Sunday to be interviewed on “Talking Point” last night to explain his public housing policies to skeptical Singaporeans.
The Channel News Asia programme also featured PAP MP Dr Lim Wee Kiat and Real Estate lecturer Mr Nicholas Mak.
Mr Mah revealed that HDB will continue to built the majority of the flats in non-mature estate and to ensure that prices continue to stay up.
“We make sure we don’t overbuild because once you overbuild, you’ll make flat prices in future go down, and that’s not what we want”, he said.
He also declined to banning COVs as it will not be in the interest of homeowners:
“When people talk about controlling COV … they’re talking about dampening prices, they’re saying let’s ban COVs…..If we control resale flat prices, we’re actually moving away from the free market, which fundamentally would not be in the interest of homeowners.”
The prices of HDB flats have sky-rocketed over the last few years with that of resale flats growing by a record 8.2 percent in 2009 while median COVs doubled from $12,000 to $24,000 during the last quarter alone.
There is a fine line between “over-building” and “under-building”.
Only slightly more than 11,000 new flats were built between the years 2006 – 2008 when there were over 90,000 PRs and 20,000 new citizens alone in 2008:

It is quite obvious that the high prices of HDB flats we see today is a result of poor planning by HDB to increase the supply of new flats to meet the expected increase in demand from immigration.
The prices of HDB flats are kept artificially high not by market forces, but by building less flats than needed to meet the demand and increasing the population via immigration.
As a result, Singaporeans are the ones who suffer in the end as they will have to shoulder more and more financial burden to pay for these over-priced 99-year leasehold public housing.
Despite evidence showing otherwise, Mr Mah continues to insist that HDB flats remain “affordable” to the majority of Singaporeans though he admitted lately that he had been “caught off-guard” by the relentless increase in prices.
He ended the interview on “Talking Point” with a key message to Singaporeans:
“There is nothing wrong with the system.”
If there is really nothing wrong with the system, then the fault must lie with those who are in charge of the system.
Singaporeans should stop complaining to the PAP, HDB and Mr Mah that they are being priced out of reach from the public housing market as Mr Mah appears to be still living high up in his own ivory tower. After all, according to his colleague Lim Swee Say, they are “DEAF” to all criticisms.

Foyce Le Xuan to make police report against “inhuman” Jack Neo for sexual harrassment

A visibly traumatized Foyce Le Xuan wrote on her Facebook that she will be making a police report against disgraced movie director Jack Neo for sexual harrassment today:

[Source: Foyce's Facebook]
Jack Neo was embroiled in a series of sex scandals lately when his mistress 22 year old Wendy Chong leaked news about their affair to the press.
Since then, a dozen of women including Foyce Le Xuan had stepped forward to accuse him of sexual harrassment.
A former employee of Jack’s entertainment group, Foyce had earlier told the media that Jack had made numerous sexual advances towards her including inviting her to a hotel room to share “personal” and “quiet” moments with him.
She also claimed that she was gradually dropped from acting assignments and projects because she had rejected all sexual overtures from Jack and kept the harrassing SMSes from Jack as evidence.
Jack denied that he had sexually harrassed Foyce and counter-accused her of lying:
“She really has no other motives? Where is the evidence? Can those few SMSes be used as evidence?” Jack was quoted as saying in Shin Min Daily yesterday.
A sobbing Foyce who had been receiving threatening SMSes from strangers the last few days told The New Paper yesterday that she is going to make a police report against Jack Neo, describing him as “inhuman” and “devil”.
When asked if Jack had sex with her, all she would say was “if I confess to this, the matter will blow up.”
She revealed that her pastor from City Harvest Church had advised her not to speak to the media for now.
The Jack Neo saga which has captured the attention of the nation for an entire week, looks likely to continue with Foyce’s stunning revelation.
It remains to be seen if the police will investigate the matter as Jack Neo is known to be closely associated with the PAP and appears to have the support of some PAP MPs and ministers.
Jack is a personal friend of Foreign Minister George Yeo and had known him for more than 10 years. Immediately after the saga erupted, George Yeo wrote on his blog calling on all Singaporeans to rally around Jack Neo and his family:
![]()
George has since flown off to Hong Kong and Shanghai for an official visit. He has yet to retract his statement of support for Jack Neo or to condemn him for his extramarital affair.
Another PAP MP Lim Biow Chuan (Marine Parade GRC) told the media that it is “unavoidable” for successful men to be involved in such sex scandals:
![]()
“Over the years, to me, Jack Neo is a good son, father and also a good husband. Since he is remorseful over this incident, he should be forgiven. Actually, a man who has good career development would find such scenarios unavoidable,” Mr Lim was quoted as saying.
He later “clarified” on his Facebook and STOMP that he had been “misquoted” by the press.
After hiding from media for a week, it is obvious that Jack Neo is now playing the “sympathy” card to repair his shattered public image and to lessen the damage from the fallout.
George Yeo had earlier praised Jack that he “was right to admit wrong and face up to his responsibility.” It seems that not only did not Jack not admit any wrong, he is shifting the responsibility to the victims now by counter-accusing them of lying to gain cheap publicity.

Kenneth Jeyaretnam to Reuters: Unusual that no heads rolled after gigantic losses by GIC and Temasek Holdings
Written by Our Correspondent
In an interview with Reuters, Reform Party’s Secretary-General Kenneth Jeyaretnam expressed his surprise that no heads were rolled despite the massive losses incurred by GIC and Temasek Holdings during the financial crisis.
“It is unusual that we have seen big losses during the financial crisis yet no heads appear to have rolled among senior management,” he said.
GIC reportedly lost around 59 billion Singapore dollars (US$41.6 billion) in the fiscal year ended March, according to a report by Wall Street Journal last September.
It also suffered a paper loss of nearly $10 billion dollars when its stake in Swiss bank UBS was converted to shares last Friday.
The disastrous losses have caused some disquiet and unhappiness among Singaporeans who questioned why the Singapore government continues to remain “secretive” on the real extent of the losses.
Though GIC and Temasek Holdings like to portray themselves as private investment funds, they do not follow the practice in the private sector where such losses will usually result in wholesale changes in the senior management.
Lee Kuan Yew remains the Chairman of GIC while his daughter-in-law Ho Ching heads Temasek Holdings. Lee is a lawyer by training and Ho is an engineer.
Kenneth reiterated the privatization of GIC and Temasek Holdings during the interview to allow more transparency.
“Obviously if they were privatised and listed on the stock market then they will have to ensure higher standards of disclosure,” he added.
Kenneth is the elder son of late opposition leader Joshua Benjamin Jeyaretnam who continues to be held in high regard by many Singaporeans for his dogged determination in fighting for the rights of ordinary Singaporeans in the face of all odds.
A hedge fund manager by profession, he graduated with double first-class honors in economics from Cambridge University.
Besides privatizing the two sovereign wealth funds, Kenneth also proposed a wider healthcare system to deal with an ageing population.
“I don’t think Singapore can avoid moving towards some form of universal health insurance. We’ve got to start treating health as an investment good rather than just a cost or a welfare drain on the economy.”
The PAP has always eschewed providing more social welfare benefits to Singaporeans out of the perennial fear of creating a “crutch mentality” in the citizenry and yet it can afford to lose billions of dollars of reserves in failed overseas investments without blinking an eyelid.
As expected, the Reuters interview conducted on 12 March 2010 was not reported in the mainstream media which has been censoring news about the opposition parties and leaders to create the erroneous public impression that they are inactive and dormant.

YPAP Facebook Network Group taken down
Written by Our Correspondent
The YPAP Facebook Network Group will be closed down on 19 March 2010 as the YPAP “consolidates” its Facebook presence into one interface, said its administrator Alan Soh yesterday:
![]()
The YPAP Facebook Network Group’s membership has stagnated at 857 and its last posted was on 31 December 2009. With its closure, all the discussions will take place at the official YPAP Facebook with over 2,700 members.
One of its moderators is Mr Sear Hock Rong, a YPAP leader who was embroiled in a controversy lately over his business dealings with Eunos grassroots organizations where he sits on various commitees.
Though the People’s Association eventually “absolved” him of any improprieties, the insensitive and callous manner in which he had handled the saga left a sour taste in many netizens.
It is not revealed if Mr Sear will be appointed as a moderator of the official YPAP Facebook now that the Network Group is closing down.
The YPAP Facebook Network Group was the epic center of an online controversy involving an “Eric How” who posted outrageous remarks about Singaporeans on it in the beginning of the year.
Two “Eric Hows” from YPAP had since lodged police reports separated on the advice of its Chairman Teo Ser Luck against them being “impersonated”on Facebook.
The police is currently still “investigating” the matter.
Despite pouring in an inordinate amount of resources to beef up its online presence, the PAP has failed to establish a sizable presence in cyberspace so far.
A blog started by a group of young PAP MPs to engage the online community fizzled out after a while and its official sites continue to perform badly in terms of readership.
Even its feedback forum REACH which is constantly being promoted by the mainstream media has a readership of only less than 10 percent that of The Temasek Review.
With the New Media posing an increasing challenge to the monopoly on information previously held by the state media, it remains to be seen if it is able to make a genuine impact at the next general election.
Jack Neo to Foyce Le Xuan: Show us the proof that I had sexually harrassed you!
Written by Our Correspondent
Beleaguered movie director Jack Neo who was embroiled in a series of sensational sex scandals lately had lashed out at a former employee Foyce Le Xuan for accusing him of sexual harrassment.
Foyce had earlier told the media that Jack had made numerous sexual advances towards her during her stint with his entertainment group. including inviting her to a hotel room to share “personal” and “quiet” moments with him.
She also claimed that she was gradually dropped from acting assignments and projects because she had rejected all sexual overtures from Jack.
Speaking to Lianhe Wanbao yesterday, Foyce said she had kept the SMSes Jack had sent her as evidence.
“It makes no sense that so many women besides me have accused him of sexual harrassment too. Jack’s denial shows that he still has not realized his mistake and remain unrepentant,” she added.
In an interview with Shin Min Daily today, Jack now counter-accused Foyce of lying.
He said that both of them meet up regularly as they belong to the same church (City Harvest) and questioned why she only came forward with her story now after six years.
“She really has no other motives? Where is the evidence? Can those few SMSes be used as evidence?” Jack questioned.
He also dismissed the allegations made by a 16 year old girl Maelle Meurzec that he had made sexual overtures towards her.
“How I can go after a 16 year old girl? I will never do that. Her mother even brought her daughter out (to the media spotlight). What is the motive? She said so much? Got any proof?”
[Source: Shin Min Daily, 14 March 2010]
Insiders from the entertainment industry disputed Jack’s defence of himself as it is impossible to provide concrete evidence in such cases.
Furthermore, both Foyce and Maelle have nothing to gain by sharing their encounters with the media. After all, it is not exactly a proud moment for the women to savor by admitting that they were sexually harrased by a man.
Jack Neo was reported to be a close friend of Foreign Minister George Yeo who issued a call on Singaporeans to “rally” around him immediately after the scandal erupted.
He might be having regrets now after seeing how his buddy has handled the saga so far. With Jack coming forward with his story, the media appeared to be less harsh on him and swaying to his side now to lessen the damage from the fallout which is hardly surprising since Jack is closely associated with the PAP.

SDP: PAP getting cold feet over the New Media
Written by Our Correspondent
The Singapore Democratic Party (SDP) has taken a jibe at the proposed changes to the election rules announced in Parliament lately as a sign that the ruling PAP is getting “nervous” over the New Media.
In a statement published on its website, SDP Assistant Secretary-General John Tan claimed that the changes are “just another ploy by the PAP to instill fear in the people.”
Under the new election rules, political websites will have to register with the Media Development Authority and they are banned from doing any sorts of election advertising for parties and candidates on cooling off and polling days.
Offenders will be liable to be fined up to $1,000 or jailed for up to 12 months. Of particular concern is that the offences are now made seizable which means that the police can arrest bloggers who run afoul of the law without any warrant of arrest.
As the PAP controls 82 out of 84 seats in Parliament, it can amend the Singapore Constitution as and when it likes to serve its own partisan interests without any opposition or interference from anybody.
John felt that the “advertising guidelines introduced is clear indication that the PAP is running scared of the New Media and how it is a leveler of information flow.”
“The ruling party also knows that because of its control of the traditional media, more and more Singaporeans are turning to the Internet for information. The overwhelming sentiment in cyberspace is for the opposition and against the PAP. The Government is thus desperately trying to regulate cyberspace during the elections even though it knows that it is near impossible to do so given the nature of the beast,” he added.
The New Media is becoming an important battleground in public opinion with the proliferation of a dozen new socio-political sites since the 2006 elections, one of which already has a readership higher than that of some news sites belonging to the mainstream media.
Of all the political parties in Singapore, only the SDP has established a presence in cyberspace with the others lagging far behind. Efforts by the PAP to engage the online community have faltered so far. A website set up by its young MPs in 2006 is now effectively defunct after the MPs quitted blog, citing lack of time to contribute articles on it.
The YPAP, which is tasked with reaching out to the young IT-savvy voters has also failed miserably with its latest PR disaster over the “Eric How” saga making its members a laughing stock among Singapore netizens.
The fast rising anti-establishment sentiment in cyberspace is a cause of concern for the PAP as it may trigger a political tsunami similar to Malaysia’s in 2008 where young voters abandoned the ruling Barisan Nasional coalition and voted for the opposition in droves.
A Facebook started by a 22 year old project engineer to vote the PAP out has garnered more than 4,000 members in less than 3 months, the majority of whom are Singaporeans in their 20s and 30s, a clear sign that the PAP is losing ground among the younger generation of voters.
For party used to winning nearly 100 percent of the seats and garnering more than two-thirds of the popular vote, the loss of a few more seats including a GRC and an expected drop in the percentage of votes to less than 60 percent will be considered a disastrous performance thereby destroying both its legitimacy and credibility as the only party with the “mandate” to govern Singapore.
John ended his article by calling on Singaporeans to vote for the opposition in numbers “that will surpass the 50 percent mark”. The PAP must be denied its traditional two-thirds majority in Parliament to prevent it from changing the Constitution repeatedly at its whims and fancies and to push unpopular policies down the throats of Singaporeans again without proper planning and deliberation.
The next election represents the last chance for Singaporeans to reclaim ownership of their nation after which they will be swarmed by the hordes of foreigners brought in by the PAP to shore up its flagging support base.

Angry female blogger lashed out at George Yeo for his “undiplomatic” response to the Jack Neo sex scandals
Written by Our Correspondent
An angry female blogger Petunia Lee who is married with kids has lashed out at Foreign Minister George Yeo for his “undiplomatic” response to the Jack Neo sex scandal.
Mr Yeo is a personal friend of Jack Neo and had known him for over ten years. The latter was embroiled in a series of sex scandals of late after his mistress 22 year old Wendy Chong leaked about his adulterous relationship with her to the press.
Jack Neo gave Mr Yeo a call before the matter was publicized by the media to inform him what happened, prompting him to post an article on his blog calling on Singaporeans to “rally” around Jack Neo and his family:
While Singaporeans do not mind lending support to Jack’s family who are ultimately the victims in the entire saga, they wonder why they should “rally” around Jack Neo who reportedly prey on young women working in his entertainment group in exchange for advancing their careers.
Mr Yeo was further embarrassed by subsequent relevations of Jack’s sexual exploits with 10 other women including a 16 year old girl and a 55 year old transsexual masseur.
Petunia Lee wrote that though it is understandable that George was being kind to his friend, but he has been cruel to the sex victims of Jack:
“George Yeo has been kind to his friend but in doing so… he has been cruel to the TWO (at present count) adolescents preyed upon by Jack Neo….But then, George Yeo has not spared a thought for the 2 young ladies!…..Is kind cruelty better than cruel kindness?”
Mincing no words, she accused George Yeo of perpetuating in a “great injustice” in declaring open support for a “sexual predator”:
“There is great injustice in declaring open support for the Sexual Predator that Jack Neo has been, and probably still is (for a man does not easily change his sexual habits). In effect, Jack Neo used his considerable clout in entertainment circles to lure young ladies into relationships with no honour, nor future.”
Clearly disappointed by the response of George Yeo, Petunia ended her highly charged blog post by asking how a Foreign Minister can be so “undiplomatic” in this matter:
“There should be a jail cell for people who promise to make you a Fann Wong in return for a night of penetration!! At the very least, someone should cut his penis off! Jack Neo’s penis. Not George Yeo. George Yeo should lose his tongue instead. How can a Minister schooled in foreign diplomacy be quite so undiplomatic in this matter?”
There were no immediate comments from George Yeo who has yet to retract his statement of support for Jack Neo or condemn him for his actions.
Can Singaporeans take his silence as tacit support for the “predatory” exploits of his good friend Jack Neo whom he shared a blog with?

PAP ministers and MPs are well known for the utter lack of empathy, sensitivity and common sense and for making the most outrageous faux pases in public after which they will try to wriggle their way out by claiming that they have been “misquoted” by the media as George’s colleague Lim Biow Chuan did earlier.
In George Yeo’s case, he cannot use the same excuse as he has written his “pledge” of support for Jack Neo himself. This time round, he handed the situation by using the last tactic of the “Sun Tze Art of War”.
George Yeo has just flown off to Hong Kong and Shanghai for an official visit today and won’t be back till days later when the storm will probably blow off and hopefully Singaporeans who notoriously famous for their short memories will forget his latest “undiplomatic” PR disaster coming right after the road traffic accident involving a Romanian diplomat to which he replied “what happened is very bad” after two long months.
