Environment Minister Yaacob Ibrahim learnt that “floods are caused by intense storms”
In a period of 2 months, Singapore have been hit by multiple “freak floods”, which in the words of the Minister for Environment Mr Yaacob Ibrahim, “happens only once in 50 years” and “too costly to prevent”, according to PM Lee.
The inability of the ruling PAP Party to prevent these frequent “freak floods” have caused Singaporeans and Businesses alike losses running into millions of dollars.
Environment Minister Yaacob Ibrahim, is almost ALWAYS nowhere to be found, seen or heard during these episodes. It is believed that he is ‘busy‘ learning about these floods, a promise he made during the Orchard Road floodings:
“Every event is a new learning experience for us ….. so the approach we should be taking is to learn from this, improve upon it, and assure Singaporeans that we’ll do our best to prevent this as much as possible”
Appearing in Parliment after his “learning experience”, he made good on his promise and proudly announced that PUB, one of the agency under his charge:
“… has completed the investigation of the flood incident at Orchard Road. The investigation found that the flood was caused by an intense storm”
For a Minister that’s paid the ‘peanutest‘ of peanuts (a petty $2 million a year, approx), Singaporeans should be grateful that Mr Yaacob Ibrahim is willing to sacrifice his ‘own sweet time‘ to learn and experience floods.

During the course of writing this article, I found out that LEARNED and LEARNT are acutally the SAME past tense of the verb LEARN.

its stupid to keep emphasizing that the rainfall is so much more than the month’s average….when we know clearly the drainage system has to cope with all kinds of weather all year round and not just in jun/july…june/july is usually not monsoon season so by comparing the rainfall with these months is incorrect….how do they determine the capacity of the drainage in the first place?? Singaporeans just have to accept that from now on floodings will be commonplace no matter what remedial steps are taken. Why this is so? Singapore has one development too many, period. More developments are taking place right now and no matter how many more or how much bigger the drainage system has, nature will not be denied. Most affected are the buildings in low lying areas especially those with basements as the water table has risen and the ground cannot absorb the large amount of water, nor can the drainage system drain the fast rising waters in such a short period of time. The fact that most of Singapore’s land is slightly higher than the sea level, the gradient for water to flow to the sea is very slow. Owners of such units prone to floods should try and sell off their units before the value of their properties dive south as more buyers will be prudent enough to check the history of the numer of floods that occurred in the vicinity. My 2 cents.

I have no words to describe the present government of Singapore and every minister and MP. It is just very SHAMEFUL!!!
In the first place, Yaacob should not have been so cock-sure and announce to the whole world that it is a once in 50 years freak event.. You do that only if you are 100% sure you can control the weather.. I guess he didn’t want to spend too much time investigating the cause of the flooding, so easier to just attribute it to a once in 50 years event, case close.. BUT the GODs clearly wants to prove him wrong, so after orchard road flooding, he has to launch an investigation, and this time his finding is the flood caused by drain blockage due to rubbish and garbage, so remedial action.. shorten inspection time from 3 mths to 1 mth.. Now orchard road hit second time, so cannot blame on garbage blocking the drain.. What to do, eat humble pie..
Moral of this story, don’t be too cock-sure, especially when dealing with situations beyong human control..

Orchard Road flood only occurred in the last 2 months. That means there was no intense storm at Orchard Road since the beginning of time until 2 months ago. As such, intense storm is a new discovery at Orchard Road. Can anybody tell me is there any problem with my logic.

Then it was a block culvert.
Next they say it was Typhoon Cosoon.
TODAY 20July, at last in the straits times we see the only techncial answer from discussions at the Parliament proceedings. They now say STAMFORD CANAL was not able to handle to volume of water.
{Naysayer question : I thought there used to be another HUGE long kang on the opposite side of Orchard Road (same side as Dhoby Ghaut) running parallel with the Stamford canal ? Did they remove it to make way for ION ORCHARD and ORCHARD CENTRAL ? }What they didnt say: STamford canal discharges into Marina Bay: and, Marina bay exit to the sea is narrowed by design, to the width of Marina Barrage (mere 0.3 km).
With all the gates open there is still a massive superstructure supporting the barrage. Therefore the barrage presents an obstruction to the discharge of Stamford Canal even with all its gates blown away.
I accept the reason by the Minister, Stamford Canal can be widened and we will solve all the problems forthwith. Good, honest Logic.
But then, this wouldn’t have been necessary if not for the blockage at the dam. Stamford canal was sufficiently dimensioned for the last umpteen years.
Incidentally, do we have enough land or stucutres to support the widening of Stamford canal?
If no, then, my friends, you have to either live with 50 floods a year (not 1 flood 50 years) or else do something to the dam (on 17 July, China exploded one of its dams according to the news, to relieve floods).

The PUB and the MEWR (being the overseer) have found themselves wanting in the areas of flood planning, flood prevention and management. They also appear to lack the skills to reassure the public who has yet to see transparency and accountability.
1. Orchard Road flooded 3 times on 16 June 2010, 25 June 2010 and 17 July 2010. Neither PUB nor MEWR bothered to acknowledge the second flood. It required a third flood to force the admission that there was a design limitation in the Stamford Canal, along with more excuses. It should have been obvious from the first flood that things did not add up, e.g. clogged culvert was upstream, not downstream. Was PUB less than candid?
2. PUB/MEWR have released very little details about the efficacy of the Marina Barrage. The minister still thinks that tides play a part in the flooded areas in the catchment areas of the Marina Reservoir. I remind the minister that the Barrage separates the sea and hence the tides from the catchment areas. Being a doctorate in engineering, was the minister been less than candid?
3. The Barrage pumps can collectively pump 280 cubic meters per second of water out of the Reservoir during high tides. Assuming a catchment area of 25 sq.km, the rainfall of 100mm will accumulate a volume of 2.5 million cubic meters of water per hour or 41.6 thousand cubic meters per second. It should be recognized that it far exceeds pumping capability at the Marina Barrage. This means any expulsion MUST be done well ahead (hours ahead) of the flood development to make room for the accumulation.

4. There are presently insufficient water level sensors. PUB should also install speed of flow sensors. Without such sensors in the upstream canals/rivers, how can the operators at the Marina Barrage know how much water need to be released into the sea? The more often it is repeated that the “Marina Barrage is operating at the normal levels”, the more People are convinced that the PUB does not know what it is doing.

5. If PUB wants to warn the public about floods, that’s well and good in preparation of even larger calamity. However, if it is intended to replace the requirement highlighted in 4, then it is unacceptable. The People expects PUB to prevent floods, not just warn about them.
6. In highly built-up areas, e.g. Orchard Road, the canals must be sealed, not just covered. This means that water may only flow into the canal but not out of it. This should be PUB’s responsibility. The costs may be shared by building owners by an update in the building codes. The approach of setting up flood barrier piecemeal proposed by PUB is inefficient.
7. In a PUB statement on 16 June 2010 PUB Chief Executive confirmed that Singapore has spent $2 billion on drainage works alone. This amount was also declared in parliament by the MEWR minister as reported by AFP on 19 July 2010 and other media. The question is whether this large amount of money has been effectively spent. The recent floods and the aftermath confirm the contrary.

Latest news: according to the PUB, the Marina Barrage prevented flooding in Chinatown and other nearby areas but not areas upstream. Wow!!!!!! We’re paying all these elite scholars millions to tell us that areas closest to the dam will drain out first. So why didn’t Orchard Road flood before the Marina Barrage was built then?
By the way, word has it that MEWR assoc prof yah!flood ibringrain was apparently shocked to discover that rain is actually water falling from the sky. Apparently all this time he thought that rain was a popular Korean singer-actor.

The FLOODS were caused by tears ( not water due to high tides ) from Heaven angry that holy “ghost” and “supernatural” hard-of-precise-description talent is inhabiting and destroying this land. The lightnings have been striking at all the “right places” deliberately for tourists to see. These “perfectly-accurate” lightning strikes and “inaccurately-targetted” floods are all recent events, not 50 years of freak repetitious history unique to Singapore. Why are we so unlucky of nation cursed even by divine.
Yes I saw many foreigner beggars and fake monks in my area. They are usually making lots of noise with their instruments to capture our attention. It must be good business for these syndicates, or else they won’t migrate here.
Sorry now, I only donate my hard-earned money to singaporean elderly beggars.

Singaporeans should tell them all that flood was caused by the ministers being overpaid and did nothing because of just one word from LHL “UNAVOIDABLE” and every damned peanuts-pay minister just sit and relax while waiting for their next increment once another flood of 100,000 foreigners were transported to our shore to up superficial GDP. The Heavenly Gods felt compassionate for the local citizens of Singapore and they cried and cried causing the floods in Singapore.
They saw the PAP led by the FamiLees plunder the state coffers and helping themselves with tax payers’ millions of Singapore dollars by paying themselves astronomical salaries and increments.
They also saw how the Proforeign Action Party approved so many foreigners to live and work in Singapore and making almost all the local citizens poor, jobless, depressed and suicidal.
The Heavenly Gods can only wait for Judgement Day to serve retribution for these people after their expiry date.

Someone with A level physics is good enough -should realize,
eg where the pumps are locate, nothing to monitoring the rate of pumping! With higher water level at the sea during high tide, compare to the Marina reservoir will generate a “reflux” – pressure from the huge column of sea water, the pump will not be efficient to pump 1 oylimpic size swimmiming within a minute. Flood always starts at the big canals which are closely connected to the marina reservoir.
Dear Mr. Yaacob Ibrahim, are you paid MILLIONS (+1 YR FAT Bonus) to DO YOUR Minister’s JOB PROPERLY? OR is it by your master lky with OUR money to “learn” AT The BOTTOM Of The Learning Curve” as YOU CONFIRMED IN Parliament? Did not think of shame before you did so? I absolutely agree with you that there should not be any personal attacks on Mr. Ibrahim. We can only blame the folks around him who is suppose to provide factual information and feasible working alternative plans in advance…there seems to be a gap here somewhere…and the usual inter-departmental politics & crap which screw things up further…everyone in the know knows this happens everywhere…if allow too or out of ignorance/stupid does as stupid do happens as usual like everywhere…
The problem here is also the way Public Relations is being handle in light of what has happen and will continue to happen…and thanks to the hand-fisted manner information is given out…it can’t help but make people wunder is there some kind of BS/Wayang or another cover up going on? And how about the future to actually prevent these incidents from happening asap….not 2 years away…by then how many businesses will be out of business repeated same flooden areas…and repeat damage to public property [how much more to squeeze out of the taxes to pay for all these]…
Moving forward for now and the immediate future…it is advisable that Mr. Ibrahim [think he should be already been advice of this] should take concrete and real transparent actions to find a resolution for the people of singapore…he must be seen and seen actuating feasible solutions current and the long term. And kicking ass and taking names of the people who should in the 1st place provided actual facts and plans way before all these floods has repeatedly happen.
After all, he is very well paid [by the people of singapore thru direct/indirect taxes] and is in the hot seat so to say…so taking reactive actions after something happens again and again is just awry and really un-cool to folks who can see as well as overseas observers….it is important to note that continued reactive actions not only put people lives in real danger but the lives lost will be correspondingly higher as one continues to react.

I was in JB over the weekend, and there was no flood of any kind at all even though it was similarly affected by wet weather. Today’s Straits Times shows KL having a tunnel with a dual function of acting as a outlet to drain rainwater. Hence, KL suffers from little or no flooding. Come on Singapore, now even Malaysia is ahead of us in flood control. How can the drainage system in Johor be better than downtown CBD area in Singapore. After spending millions on fanciful projects like the Marina Barrage, it still shows that the PAP once again fails to deliever when its truely put to the test. Just like the SAF, everything is one big wayang.

The 2 floods on Orchard Road, being about 5m above sea level, occurred during low tide. Meaning floodgates could open to release water out into the sea. So if Orchard Road gets “intense storm” again but during a high tide, we will be looking at a flooding of unprecedented scale. When that happens, there will bound to be life lost, so stay alert and be aware of heavy rain that coincides with high tide timing. The most dangerous places are basement carparks, underground MRT stations, Tunnels, etc. Take care my fellow Singaporeans.

To be fair, you guys can’t blame everything on Minister Yaacob Ibrahim, he has been working hard for the past few months. Not only on the Flood issue but also Muslims affairs. Even small things like approving Haj packages, settling the Muslim leaders about the recent NS boy arrest, donation to the Malay family where the man was killed in a freak accident and attend overseas meeting with leaders.
Minister Yaacob Ibrahim was a structural engineer, so it reflects on what MM Lee had said,”No amount of engineering can prevent floods”.
I think the floods are the result of too many FTs urinating into our lokangs at the same time.
It is a relief that this Associate Professor didn’t blame the cats and dogs for the intense rain that cause the flooding or our taxpayers monies of millions of dollars paying his salary will go down the drain.
I think with the redesign of Orchard to make it more attractive, many of the drains are covered up to make more walking space. This reduces the speed of the volume of water that can be flowed into the drain. The downpour is considered a freak until recently where we start feeling the climate change affecting us directly. I’m sure it would be rectify after all these.
For those who made racist remarks, your remarks only show how shallow your mindset is. There are people of such character in every race. Being Chinese, I know many chinese who will never blame themselves when they screw up. I’m sure many of our fathers were like that.
We have the deep sewage tunnel built at great expense, and was hailed as an engineering feat like the Marina Barrage when it was named and opened to the public.
Please build pipes to allow water from the canals along Orchard Rd and Bukit Timah Rd to flow into this tunnel when it reaches a certain level monitored by sensors.
Is it an oversight by the govt not to let flood waters to flow into this tunnel except sewage water?
