Keppel Offshore & Marine: No job listings “available” at the moment

Yesterday, we published an article on Government-linked company (GLC) Keppel Corp putting up an advertisement in the Malaysian paper The Star to recruit Malaysians to fill various positions in its Offshore and Marine wing in Singapore, sparking a massive outcry in cyberspace.

The above advertisement was listed on The Star on 6 March 2010 in The Star by Keppel Offshore and Marine, a GLC owned partly by Temasek Holdings.

Many of the vacancies on offer such as managers and engineers can easily be filled by Singaporeans, but Keppel found fit to recruit Malaysians instead.

Some readers ask if Keppel Offshore & Marine had put up advertisements in Singapore too to hire locals.

According to one reader who had been searching for a job since last year, he did not recall reading any job advertisements put up by Keppel Offshore & Marine at least in the Straits Times classified ads.

A quick check on the official website of Keppel Offshore & Marine shows that they have “no job listings” at the moment:

It is strange that Keppel Offshore & Marine has no available job listings now when it had to go all the way to Malaysia to recruit Malaysian managers and engineers to work in Singapore.

Is it because it has filled all the vacant positions successfully with Malaysians that there is no need to put up any job ads on its site now?

Either way, it seems that Malaysians are preferred over Singaporeans for jobs in Singapore which is not surprising.

In the first place, Malaysian workers cost less than Singaporeans. They are willing to accept lower pay here which is usually more than what they can earn back home in Ringgit.

Furthermore, the Malaysians, especially the Chinese share many similarities in terms of culture and language with the locals and are highly sought after as immigrants to boost Singapore’s flagging population.

With no labor laws to safeguard the livelihoods of Singapore workers or independent trade unions to protect their interests, there is no stopping companies like Keppel from mass recruiting foreigners to fill its ranks though Singaporeans can do an equally good or better job than them.

    KEPPEL is a government linked company.

    These people (the link) sitting in the boardroom should have the corporate responsibility to ensure jobs do not deliberately given to foreigners.

    Chee Jin Kiong, the Executive Director for Human Resources, Choo Chiau Beng (Chairman) and Tong Chong Heong (Chief Executive Officer) should be brought to answer over the deliberate hiring of foreigners over locals.

    My name is Amin. I am a technician in my early forties, married with
    three school-going children. I tied the knot with my beloved Fatimah at the
    age of 28. My wife used to work as a clerk in a statutory board but is now
    my minister for domestic affairs.

    We live in a four-room flat which we bought some years ago in the
    northern part of Singapore. I am servicing my flat installments through my
    CPF.

    Two of our older children are in secondary school while the youngest
    is in primary four. I travel to my work place by motor bike to escape the
    hassle of travelling by feeder bus and the MRT.

    I am often told, not too subtly by government and union leaders, that
    I should consider myself fortunate because I am still gainfully employed.
    Although my monthly income is about $2,000 my take home amount is less than
    $1,700.

    Besides putting food on the table I also have to take care of other
    expenses, which include my children’s school expenses, utilities,
    transportation, etc. Occasionally we have to cope with the unexpected such
    as when the children fall sick.

    At the end of each month we can barely make ends meet.

    Life in Singapore is becoming more and more expensive. It is really
    tough to raise a family. My wife and I also make it a point to keep in touch
    with our elderly parents and chip in whatever we can to make their
    retirement less painful. We pray very hard that we never have to be
    hospitalized because we cannot afford the expenses.

    I am nonetheless supposed to be “fortunate”. The frightening thing is
    that there are other ordinary workers who earn even less but have financial
    obligations no less daunting than mine.

    But are we not supposed to be living in the First World and enjoying
    the Swiss standard of living? Every now and then we are told that Singapore
    is number one in something or other. Our port is the world’s busiest, SIA is
    the number one airline, our so-called sovereign fund is among the biggest in
    the world etc, etc.

    I used to feel proud of these achievements. But over the last couple
    of years I have begun to have second thoughts. I ask myself what have these
    achievements got to do with me?

    The fact that Changi is number one really has nothing to do with me.
    The fact that our reserves amount to a few hundred billions has done nothing
    for the average Singaporean like me. We are still ourselves and still
    toiling away day in and day out for an income that is not commensurate with
    the amount of work we put in.

    On the other hand, our ministers are the most highly paid in the world
    as their salaries are pegged to the country’s top earners.

    Worse, we now have to compete with foreign workers who threaten our
    livelihood. We also have the largest number of foreign immigrants percentage
    wise. No ordinary worker – at least the people I know – feels secure with
    his or her job. Any talk of increased wages will inevitably be countered by
    the threat of being retrenched.

    The temptation for employers to hire cheaper foreign labour is too
    attractive to resist. There is absolutely no job security for us.

    Should we lose our jobs we are expected to downgrade. This is what I
    don’t understand, we are supposed to be No. 1 in this and that but we
    constantly face the propsect of having to downgrade.

    Worse many have to resort to begging and queueing for free food. This
    is our country. We have served our country in many ways. Our parents too
    have done their share in making Singapore what it is today. Surely we
    deserve better. But alas this is the real situation that exists in Singapore
    today.

    A Government leader tried to make us believe that I as a Malay enjoy
    special privileges under the constitution. In fact we Malays have not
    received any special treatment. We identify ourselves with Singaporeans of
    other races and share the same hardship as all other citizens.

    Unfortunately, our loyalty to Singapore has always been questioned to
    the extent that we have been deprived of many opportunities to serve our
    nation. But despite this we will join our fellow Singaporeans and put our
    shoulders to the wheel to build a better nation for all.

    We see little hope for a better life in Singapore unless there is a
    drastic change in the way this country is being run. What good can our
    country’s multi-billion reserves do for ordinary people like us? We are
    beginning to feel that the Singapore of today is only meant for the rich and
    powerful – many of whom are not Singaporeans.Ordinary Singaporeans like
    myself exist only to serve their interests.

    We truly long for change. Ordinary Singaporeans deserve to be treated
    better in our own country.

One phone call and all the NS man are expected to put down everything to defend and die for Singapore, while the foreigners will just pack their pack and return to their own countries for shelter. We are defending a land where the government treasure foreigners more than their citizens. Get shoved in the ass and we still have to smile to foreigners and say, “Good day, my job is here for you to take”.

    All of us better start educating all our families and friends, and vote opposition in the coming GE. It will truly be the last time we can bring about change in a bloodless manner. If PAP still get 2/3 majority, I won’t be surprised if they shut down sites like TR and change the 1-person 1-vote system. They can simply say the people give them the mandate.

    I know of an American MNC in manufacturing based in the Science Park entirely staffed by MALAYSIANS…from their MD right down to their security guards ; about 2000 or more staffs….90% MALAYSIANS.

    Some PRC & India’s engineers are working there with a sprinkling of Filipinos..BUT NO SINGAPOREANS AT ALL—NONE !!!.

    One would wonder why so many Malaysians could get jobs in Singapore so easily when locals are struggling to find jobs.

    If you happen to be in Kranji MRT station , just take a minute to observe and you will find just below the bridge agents would
    hang around recruiting Malaysians to work in Singapore.

    Usually there would be a crowd of a dozen are so ; mostly women from Malaysia with application forms in hand crowding around an agent….

    It is just that easy for Malaysian to find jobs in Singapore.Just take a bus from JB to Kranji MRT and land a job !….whereas locals has go for interviews and wait & wait; most of the times without knowing the outcome.

    I would like to highlight to all the fellow citizens there is something wrong in their strategy that make more Singaporeans lose their jobs and fall into poverty.

    Today article ST main pages Wednesday, March 17, 2010 “the New frontiers for Singapore firms to grow”. Let’s go into the detail to discuss the strategy used by PAP.

    For Macro-Environment, the IE Singapore encourage more local big firm to invest in overseas industrial park managed by GIC and Temasek. This will result in more local ppl losing their jobs as big frim move up Singapore. This move will also have a serious impact on citizens living and country future survival.

    For Micro-Environment, their strategy is to increase the cost of day to day living expenses and also increase the foreign workers levy for FT/FWs. Local that fall into the poverty will need to fight for a job with the FT/FWs for survival. The govt agency would not bother about the small firms and their budget only benefiting to the GLCs. This will force a lot of small companies to reduce cost/exit the industry in order to survive in this competitive business environment in Singapore.

    After the PAP govt use the madia to claim the market have recover from the recession and increase their salary. Their policies will only benefit the elite mechanism and will not bring any wealth to ppl.

    As we can see with the loss of big firm moving out to overseas and failure to attract foreign investment for replacement into Singapore. Companies will have no choice but to import more FT/FWs into Singapore which do not have any economic benefit to our stagnant market(Low end FT is different from expariates from western countries). This is a cause and effect on the failing policies.

    1)The question is where the monies go to as well as the profit made in the past managed by GIC, Temasek & GLCs?

    2)How long Singapore can last if still managed by that party?

    3)Does PAP party with 82Mps bring value to Singapore today and are they worth us continue voting for them?

    Think carefully on the Singapore future and let more opposition come in if we don’t want to end up a slave society.

    This slave strategy is a political move by the PAP govt to make all Singaporeans live in poverty and depend heavily on the govt subsidies/ goodies. This is a commonly known cash cow tactic to prey on the human greed and gain their political advancement (they give a pc of chicken bone and take a cow back).

    1) They give you some money (GST credit, TC conservative charges, utility rebate, workfare bonus etc) and will use the money to jet up the economy. After then they will raise their salaries and claim that the economy has recovered. Although a lot of ppl is living in poverty due to job loss to FT/FW and the big firm moving out of Singapore lead by the govt agency.

    Another intention is to buy vote through for favorable party to retain their $M salary for another 5 years. There is some strategy that works towards the slave society base on observation.

    2)Jet up the cost of living

    A lot ppl is busy with day to day living and don’t have time to notice what is the govt doing. The poverty has also made many ppl lost their moral & judgment without knowing it. We are like a group of grasshoppers stored in a small container, stepping on each other under pressure. These policies have make people getting poorer each day with no future for tomorrow.

    eg: High property price, utility bills, COE, ERP, high hospital bill, delay in CPF , TC conservative charges, education fee, transport charges, govt tax, GST, high residential and commercial rental , high civil servant salary.

    As a result, the gap between the rich and the poor is getting larger due to rising cost of living. Our life has gone from good to bad, bad to worse due to the govt policies to dry up our savings leaving nothing left for retirement. We have no choice but to work like a slave till we die and under their slave policies.

    3) The Law

    The law is a legal tool for PAP to rob ppl money. On one side they create a problem and the other side they provide a solution with no credibility. They jet up the high cost of living and want ppl to look for CDC (Wayang party) for financial assistance. Why not they reduce the cost of living to solve the problem! The CDC setup is waste of public money with no value and performance. There are some examples on how the agency use the law to gain benefits and let the poor citizen suffered with no aid.

    Eg: Summon for TC conservative arrears, fine the pet owner, summon for PUB arrears, summon from HDB for illegal subletting , fine for drink driving (1 glass only), fine Monkey feeding, etc.

    As you can see they use law to make ppl commit an offence, if you don’t pay up will face heavy penalties. There are funny policies that are not in the public interest, it is just for them to make more money. There are some threads to prove how the govt agency used the law to rob ppl money.

    4) The Media

    The PAP use media to mislead the truth from public and confused the ppl with gossip news. Like the recent JN is a good example to divert attention on the real issues and failing policies. The govt use the media as a spokesmen for their political gain and hide their real intention and make Singaporean become a slave without knowing under the one and power party. There are a lot of good ppl and politician has been condemned by them using the media power. The media also use to destroy the ppl harmony (Dog bite dog/ 狗咬狗)and shaping all of us to the slave mentality to obey the master without questioning.

    I can truely feel the joylessness of your life. With nothing much to look forward to but debts to pay at the end of the month. I find myself slipping into this life as well even though I had done my best to get a good enducation and worked hard and smart at my job.

    Btw, once upon a time, PAP took action for the interest of its people, that’s why they called themselves People Action Party,
    but now, they are no longer the same, they are just a Perpetual Authority Party. Their vision seems to be tied to GDP, dollar, profit, power, everything else is just digit and tool for them to exploit to meet their objective.

    1. The monkey represents the low-income, which has no choice but to accept peanuts for wages.

    2. The elephant represents the middle-income, which has limited contact with the lower class but cannot connect with their struggle to make ends meet, hence the suggestion that they should think positively.

    3. The giraffe represents the upper-class, which is completely oblivious to the struggles of the middle and lower classes. Once in a while, they stick their heads down from the clouds and have a look around, but are not bothered by the economic crisis in any way.

    why can’t singaporeans accept a lower pay that malaysians are commanding? is it because we’ve priced ourselves out of the job market? i recall that in the 80s, cpf has to be cut because “the 1985 recession was triggered by reduced competitiveness due to high wage costs outpacing labour productivity”.

    Impose CPF employer equivalent tax on all foreigners holding S Pass, Employment Pass and work permit. Singapore for Singaporeans and not PAP only,

    1) They do not need to go reservist.
    2) They can not claim child care leave.
    3) They need to rent houses, more demand meaning rental will be on the peak, and lead to high housing price. Then LKY claim the credit and say PAP help to raise your property price.
    4) Dun need to give tax rebate.
    5) Pull all those potenial person from malaysia so that our neightbour have hard time to find people.

    Are these old news, that might have been going on for decades new discoveries? For sure, this publicity should give rise to middle men or intermediataries from now on. Using head hunters and employment agencies is a wiser thing to do nevermind that will cost more, if not wanting everyone to know more than they shud is on the top most minds of these govt linked companies. But is it just confined to this group; what about the ST group, are they also getting in planeloads of technicians/engineers from china or elsewhere?     Even GLC are now sabotaging our very own citizens to recruit workers outside singapore. Sometime I just can’t help but to think that our govt is really sabotaging its very own citizens on intention to force them to migrate out so they can just wash their hands off and quietly but surely replacing the lost numbers by creating their very own papies new citizens.     I am proud being a Singaporean because when I travel to other country, ppl tends to remember the cleanliness, nice airport and clean government. Although the government have done a good job in shaping what Singapore is today and knowing that they can’t please everyone, I still have to agree to some of the comments here.

    When they told us to lower our expectation and telling us that we should be lucky to be employed earning peanuts. I would like to ask that person to try living with peanuts for a year to prove that their policy is right.
    When we complain about the increase in G.S.T. We are told that U.K is having higher G.S.T than ours. When we asked why our salary is not on par with G.D.P like other rich country. We are told not to compare. (?????). I just hope there will be more sensible opposition in the coming election for me to cast my vote and address some of the issues that the government turn away from.

    My CPF funds are supposed to take care of my retirement when I reach 55. But now even before I reach 55 when I am already out of a job for so many years, they tell me you cannot take out your monies yet. You must set aside a minimum sum to gamble with your dying age. If you die before 62, too bad, the house wins. If you live beyond 82, you win. If you have no money to spare before 62, that’s your business. The law is the law. You must follow our law. The PAP laws.

    I really can’t help feeling that I am being cheated by my own Govt. The best thing is that he didn’t have to ask. Because he say they need him woh.

    I can’t find another job when I reach 50. But LKY is already 87 and is still working. He need not apply. They simply give him a job. His annual pay is more than what I can earn in my lifetime.

    Who gave him the job in the first place, I have been wondering ? Did he sign up with a headhunter company ? Did he have to negotiate his salary ? Does his contract specify the benefit of SIA plane equipped with medical equipment ?

    So if one man can bluff his way all to the top, he can practically ask for the world, is this the type of Singapore that we want ? Someone said there is no discrimination in Singapore ? How true especially if you are the Prime Minister and not CSJ ? Do we still want to believe in all this bullshit ?

    You do not hope. You just do it. It is going to be a tactical move and the citizens have to know it. It will be quite a while before the nos. of opposition voted in can achieve any real meaningful impact, however they must be given the chance first.

    The current cohort of incumbents just have their own inertia. The superficial lip service with all the right sound & image in the media will only give the belief that something has been done.

    Keppel is not the only GLCs/TLCs that prefer to employ FTs/FWs. Many other GLCs/TLCs are also doing the same. This advertisement in Msia indicates that the floodgates are still wide open as per normal. Perhaps, it may even have opened wider now. It is cheaper for companies to employ FTs/FWs as they don’t have to pay CPF and FTs/FWs are also willing to accept lower pay. The best part, I guess is, it is very easy for companies to obtain the work permits/employments passes for these FTs/FWs. Many of our children are maid dependent,but now it looks like our companies have also become FTs/FWs dependent. Obviously, something is not right here.

    Due to the high no of Malaysians in the senior management, they prefer to hire their own people. My friend’s company is looking for an Accounts staff – a position that can be filled easily by a Singaporean but they have decided to hire a Malaysian even before putting up an advertisement.

    If MOM refuses to issue a work permit, then the influx of foreigners can be controlled.

    A year ago, when the economy is still suffering, MOM issued employment pass within an hour and trigger to our mobile phones. This is the level of efficiency we have to bring in foreign talent and super low efficiency when things need to be changed for Singaporeans.

    Some here blame the Labour Mininster but many forget that there is no honour among theives lah. They (the others like MPS, mayors and ….) are of the same species and hence the flip-flops, the contradictions, the lip service . They are all together in it and some of them are blatantly hypocritical n constantly dodging issues that are of importance. All these whining, crowing about inequities and what-not,(in Malay there is a phrase – sampai tuah) – ie, till we drop dead or something to that effect, is going to persist and probably change ONLY and IF and WHEN we vote wisely and then there is a possibility for life as a whole to improve.
    We have been ‘daft’yes, very much ‘daft’to have trusted in this one-party system. Vote wisely!

    i am a graduate with 2 years working experience and my pay is $1,600. i started off with $2,200 and 2 years later, here i am with $1,600. after deducting cpf, i really have peanuts to bring home.

    i am really worried because my wedding is april 2010. i have housing + study loans(saw myself through school) to service, on top of utility bills. this leaves me with no money for entertainment. i dont even dare to think of saving money because every cents and morsels goes into paying stuff. im really living hand to mouth. my husband to be is also facing the same thing as me.

    we dont even have kids. i dnt dare to think what if a kid comes along. how can we give birth under such circumstances? no wonder our fertility rate is dropping.

    my workplace is dominated by foreigners. i cant even understand them 1/2 the time. to be fair to them, some of them are really nice. i dont blame them. they are just carving a future for themselves. but then, what about MY future? the future of my kids? the future of true blue singaporeans, who, like me, work hand to mouth?

    i blame myself for not saving much when i was younger. i grew up in a condo and living quite okay. that was before all this bullshit started. my life took a turn for the worst when my mom(working in top postion in mnc) was retrenched, my dad(a self employed) found operating costs in singapore too high and found profits dwindling, with 3 kids to feed and put through school, everything fell apart. now my siblings who are still schooing have to pay for sch themselves, just like me.

    im starting to panic as i dont knw what to do after my wedding is done. i dont even look forward to my wedding as i am afraid of what future brings. welcome to singapore – i cant even enjoy and relax at the happiest day of my life.

    Keppel may have made a mistake in not using an employment agency to source for their overseas talents, otherwise this pte and confidential information about their foreign preference would not have been easily exposed. The Linked companies should learn something from this and be more discreet with their advertisements; do it in private henceforth.
