Only 11 cases of successful Public Assistance (PA) applicants from July 2008 to December 2009

Singapore may be one of the richest nations in the world with the highest paid ministers and deep enough pockets to lose billions of dollars of national reserves in failed overseas investments, but yet its citizens enjoy few social welfare benefits from the cash-flushed state.

There is a Public Assistance (PA) scheme which provides a monthly allowance of $360 for Singaporeans who are certified either permanently unfit to work or are completely destitute with no living relatives.

According to the Ministry of Community, Youth and Sports (MCYS), there were only 11 successful applicants for PA between July 2008 and December 2009. It claims that the “small number” is an “indication that families want to be “self-reliant” as far as possible without substantiating its claims.

How many Singaporeans are aware of the PA scheme? Are they put off by the onerous many administrative hassles? How many applicants did MCYS receive during the same period of time?the number

The Labor Force survey last year revealed that the number of Singaporeans and permanent residents in jobs that pay less than $1,000 per month has increased to 293,500 from 278,000 in June 1999. Of these, 80,500 earn less than $500 per month.

It is most unbelievable that out of so many low-income Singaporeans, there were only 11 successful PA applicants. How are the rest going to survive with their meager income?

Singaporeans are often exhorted by PAP leaders to work for as long as possible till they drop dead and die. Though the state is filthy rich, it is reluctant to invest more in the people out of fear of creating a “crutch mentality” in the population.

At the same time, the PAP opens the floodgates and allows cheap foreign workers to enter the labor market to compete with Singaporeans on equal terms.

A recent Wall Street Journal editorial reported that the relentless influx of foreigners over the last few years has depressed the wages of ordinary Singaporeans, increased the cost of living and led to an overall decline in the standard of living.

When asked by MP Lily Neo in 2007 to increase the monthly PA allowance so that its recipients can have three basic meals a day, Minister for Community, Youth and Sports Dr Vivian Balakrishnan retorted:

“How much do you want? Do you want three meals in a hawker centre, food court or restaurant?”

He added that “one limiting factor must be the sum that we give through public assistance cannot be so generous as to erode the work ethic.”

While MCYS has been most stingy in expanding the PA scheme to include more Singaporeans or to increase the monthly allowance, it has no qualms splurging on the new citizens.

In October 2009, it unveiled a mega $10-million dollars Community Integration Fund to make the immigrants feel welcomed and happy in Singapore.

It is futile for Singaporeans to continue to pin false hopes on the PAP to do more to help the poor and needy. As Reform Party Secretary-General Kenneth Jeyaretnam pointed out in his interview with Reuters, the PAP needs to change its mindset that spending more on healthcare and education for Singaporeans is an investment and not a burden which is highly unlikely.

Unless Singaporeans vote overwhelmingly for change in the next general election to send a strong message across to the incumbents, they will have no choice but to put up with the current situation for many years to come.

    It is this high cost of living in Singapore that contributes to all our problems.

    () low fertility because the cost of bringing-up children is prohibitive.
    ()because of low fertility PAP finds an excuse to flood Singapore with foreigners.

    We have a vicious circle here in which locals are trapped…And because locals cannot cope up with the high cost of living Public Assistance need to be sought.

    If PAP can bring down our cost of living, there is no requirement for Public Assistance nor cheap labor from foreigners.

    Helping the Poor and Needy

    There are 4 basic principles that undergird my Ministry’s approach to social assistance.

    First, we must never have a permanent, unconditional needs-based welfare system. Second, our social assistance packages must be low on entitlements and high on flexibility. We need that flexibility to ensure that no one falls through the cracks. Third, we must focus especially on children, because they are our future. Fourth, we empower people to help themselves.

    low on entitlements and high on flexibility? … We all know how low is low on entitlements. Does anybody know what is high on flexibility? What flexibility is he talking about when so many fell thru the cracks with suicide, selling ones body to put food on table etc?

    The government would rather pay millions for new citizens’ integration programme rather than for the poor and destitute since it would reap some benefits, while helping the useless may not help the nation. This is what they are thinking all the time when we grow old and useless. We have only ourselves to blame for electing an incompetent and uncaring government who only knows how to take money and invest in failed venture, rather than investing in the people who serve the country with NS and in the end still can’t find a proper job to sustain its own family. This is Singapore First Class policy!!! Vote the PAP out and lets get as many opposition as possible to the parliament to wake up the lazy souls.

    I think the Government should not be blamed here. The people in charge of the Public Assistance (PA) scheme should look beyond the applicants. Number of applicants not equal to the number of people in need. Many of the poor and destitute have no access to internet, MSM and may be illiterate as well. I’m sure the PA is reaching out to them the best way they can , door to door perhaps? But wouldn’t it be so much more effective if their neighbors notice, highlight and refer these cases to PA. There are 3 obstacles though

    1)Singaporeans are generally apathetic and look out only for themselves
    2) they hardly communicate with their neighbors and many of these cases will go unnoticed
    3)the neighbors of the poor and destitute (who are living in 1 room rentals) are themselves living in 1 room flats and are facing the same problems

    I have no solution. But i think we can safely leave PAP out of this.

    This is a nightmare.
    If there has been an increment in the number of households with less than a thousand dollars income a month, how in the world can there only be so few people getting assistance from the government!

    I absolutely believe in charity begins at home.
    You treat your citizens well and they will love you back.
    But these few years, especially since the current Prime Minister assumed office, it has been a constant struggle to stay afloat for many lower income groups.
    The government can pay it’s own Ministers such huge amounts of money. Surely they can spare a lot more to the lower income groups.

    We are most interested to know out of 11 new successful applicants, how many applicants in total? Will govt dare to reveal? There are so many reduntant ministers. Just reduce one will help at least another 1000 who really in need.

    You must be kidding! Singapore was hit hard by recession last year with many people retrenched and out of job yet so few people receive public assistance. This goes to show that you can never expect any help from the government. Its all wayang and lip service only!

    It’s a question of whether these PapIGS are sincere in wanting to help. Everyone of our personal data are available and easily accessible to these PAPIGS. They will know who these ppl are and can always reach them if they put in an extra effort. Remember that many of these needy are illiterate or not aware of how to get help. So bottom line is these PAPIGS only concern and priority is to scheme and plan how to con and deceive the ppls.Their intent is the continuous hegemony control of Sg

    How can you say that? Pimp And Pimp formulates all the policies. The civil servants comply with that policy – resulting in only 11 cases approved for the past 1 1/2 years. To say that they don’t know is nonsense. Go and check out that interview by Christopher Lee and one other lady interviewer on the plights of the less fortunate which is aired on our national TV.

    BTW, Admin, you heading should read 2009 instead of 2010. Kindly amend it. Thanks for sharing with us such sad detail real life in Singapore. And yes, PAP is to be blamed.

    Thousands apply for PA every year. Successfully being granted by MCYS is like striking TOTO. PAP already said they do not want “crutch mentality” and LKY said we don’t have spurs in our backsides and not hard striving enough.

    To qualify for PA you need to satisfy ALL the following:-
    1) Certified by appointed specialist in govt-related hospital that you are permanently unable to perform any kind of work anymore. If you paralysed from waist down but can still move your arms — sorry, you still can work.
    2) You must not be owning or have any property under your name. If you have, you need to sell it and downgrade. Use your sale proceeds first. Do this until no more home and must rent.
    3) You must not have more than $500 in your entire net-worth. No car, no house, no insurance plans, no nothing.
    4) Must have no children & relatives (include nieces and nephews). If got, they throw out your case and say go beg from relatives. If want to appeal, you have to proof all your relatives also similar case, too old, handicap, decrepit to work, no money, stay in rental flats, cannot support you, etc etc.

    Remember, you need to satisfy ALL the above. Not just one or two points. Before MCYS will even consider you for PA. It’s like the decision is even harder than to ask to fuxk the officer’s mother. I know an ex-neighbour who is on PA and I have talked to 2 of those so-called social workers before. In reality, they are just civil service clerks too scared to lose their jobs and just follow SOP and black & white rules.

    TIME FOR CHANGE. VOTE OPPOSITION !!

    The heading is wrong. It states “December 2010″. However, if the article is right and states that there is only 11 successful applicants for PA from July 2008 – December 2009, then what can be felt from this stats is that the relevant bodies are not doing enough.

    1) How many applicants are there amongst the 11 successful applicants?

    2) What are the primary reasons for rejection in unsuccessful cases?

    3) Considering that our Finance Minister had emphasised on the need to care for the bottom 20% of the nation, in terms of earning, 11 do not make 20% no matter which way you see.

    4) Vivian and Ser Luck can go around telling people how great they are on their Facebook with regards to their assistance to needy citizens, but how many people actually benefited from them in the end?

    I guess MCYS should create awareness to the nation and spread out the following messages:

    1) It is OK to seek assistance if you cannot meet ends meet.

    - Many a time, Singaporeans are told and taught that it is wrong to seek assistance and that we should be reliant on our ownselves. Beggars are frowned upon and all the destitutes are housed faraway from our sights. TV programs show illiterate people staying in very poor standard’ homes with no basic necessity even. Have the MCYS even tackle such issue?

    2) Public Assistance full of paperwork

    - How do you expect them to even fulfill filling up the application form. Period.

    Vivian, honeymoon period is over. Please wake up and look for the appropiate measures

    The main concern of the poor and elderly is in the rising cost of living and medical costs, isn’t it?

    When will the government set up a permnanent Trust fund for them?

    Is it that the government is short of funds and is unable to set up a $500 million Trust fund over 5 years [half from the public and the other half from the private sector based on dollar-to-dollar backing of the contributions made by the public]?

    90 percent of the annual income of the Trust should be earmarked to help pay part of the medical costs of the poor and the elderly, and part of it to help top up the dole given to the poor families?

    Is it wrong for the government to set up such a perpetual fund to attend to the needs of the poor and elderly?

    what singapore have is the urban poor. you might be able to afford a flat, but you cannot pay for utilities, food or what not. because of the way it is structured.

    there is no point in denying that there is no urban poor or to say 75% live in hdb. they forget to say that those who leave in hdb might not be able to pay for power or not. something that the govt will not want to acknowledge.

    Go ask a MP, how many poor are in his area. see if he knows or cares.

    regimes usually fall because of the unhappiness of the people, violently or other wise.     Perhaps introduce COE for flats so that you guys can stop bitching about not enough housing? of course, you guys need to bid for the COE for owing a flat before you can buy the flat.

    Perhaps introduce ERP like charges for people taking transport during peak hours, about $1-2 more per trip. So that only those not willing to pay more wakes up earlier and go home later. Hey, that will solve the productivity issue too!

    Perhaps extend the NS to 10 years so that there are less singaporean around to bitch about not having a job and the FT issue.

    The last increase of public assistance was $30pm after lobbying by their kind in parliament.

    That is $1 per day or 33 cents per meal, assuming 3 meals a day.

    Wtf can you buy with 33 cents per meal.

    2 REAL cases
    1) Indian Singaporean widow in his 80s, living with a flatmate in a one-room rental flat, applied for PA. He was rejected because he “still has a daughter”. CDC repeatedly rejectd his application on this ground even though he declared that he was estranged from his daughter who was a single mother struggling to bring up a child! In the end, this Indian Singapore, a PIONEER!of Singapore, received aids from religious organisations!

    2) A Chinese lady in her 80s, who also lives in a one-room rental flat with a flatmate. She was on PA but being frugal and receiving help in kinds such as grocery, she managed to save money from her PA. During a renewal check, a CDC worker pried into her bank account and found the balance beyond 2K! The PA was immediately terminated!!

    The poor elderly are treated with a utter condescending attitude by the Government. Even though they are able-bodied, they are forced to live in a crampy ONE-room rental flats with a flatmate. Such squeeze of personal space results in many squabblings and seeking help from MP at Meet-the-MP sessions! Why don’t these MPs feedback such cases in parliament! Give these well elderly some dignity of granting them their OWN space in a ONE-ROOM flat and stop citing “It is good for you to live in pair so that you can look after each other!”.
    I think once Michael Palmer, a MP, visited such poor estate and he expressed he was shocked to see such poverty exists in Singapore!
    This is disconnect between our MPs and the people!!

    Being paid millions, they only SEE the grassroot once a week at Meet-the-People, then they drive home to their big bungalows in exclusive estates!!

    These poor elderly are isolated by the ban of dialects in the media. The current younger generation do not speak dialects.
    Appeal for limited dialect programs was always turned down on ground of hurting the promotion of “mother” tongue – Mandarin.
    What do these poor elderly get for toiling in the pioneering years of Singapore as Samsui women? Forgotten in dingy dark common corridor-ed rental flats in Chinatown, collecting empty drink cans and paper cartons for income! And when they are sick, they receive subsidized care and this means seeing different doctors each time at restructured hospitals, long queues as doctors seeing subsidized patients are usually the younger doctors such as medical officers who are overloaded with patients to see while the consultants see less paying patients! These younger doctors often do not speak dialects! Worse nowadays they get to see foreign doctors and foreign nurses!!
    So much for struggling hoping to have a good life and a living hell from an uncaring government of the poor and out!

    See, now you know why we sustain our prosperity for so long and the leader must stay and be the new master Soothsayer as the previous one has gone to Nirvana.The soothsayer is a man of Wisdom,Charity and Kindness one with the Elements the Leader???

    With the dollar losing its purchasing value currently,don’t be surprise if a new 3 or 5 dollar eight side coin is mint to replace the dollar coin.The number 2 and 4 is not auspicious.

    15 years ago, I did a mini survey with friends,family and relatives, asking them if they believed that our government can be corrupted. Not a single person said yes. I tried this again recently, asking the same group the same question. I was surprised when the answer was still the same.     you are definitely from the generation of 59-65.What is needed to convince this mostly elderly group and their fellow citizens of that generation is that the fear factor no longer exists and the HEROS of yesteryears are mostly dead and gone.What is in place today is a heartless group who only reward the ELITES that was created through their BLOOD,SWEAT & TEARS.

    At the TWILIGHT of their lives,these Sam Sui Pors,Road gangs that lay the cables under hot sun,Night soil carriers and HDB cleaners are left to fend for themselves.

    Should they be given after their arse are pried to see how many hair is there for PA which is a mere $360 with no free medical & transport, what the FUCK can they do but to collect cans,cardboards and paper to eke out a living to SURVIVE and these are the very same people that HEED the call for the FIGHT FOR SURVIVAL by their leaders.

    Those not in that state but living from hand to mouth with their little CPF savings locked up are also surviving with monthly payouts of $300+- have no choice but to carry on working as cleaners,toilet attendants etc,etc to survive.

    You will be surprised that many in the latter speaks English & mandarin, moderately educated as is the case of the 59-65 generation but are ashame to do so because of the pathetic situation that they are in.

    Sit them down for a conversation and you will hear stories which will break your heart but proud and dignified right to the end without begging or seeking PA assistance knowing the humiliating and arrogance they have to face in order to get that FUCKING miserly $360.What the FUCK can you do with $360 i.e. $1.00 FUCKING DOLLAR A DAY as compared to the MINISTERS $5,000.00 PER DAY.

    IF all the FUCKING Ministers contribute $1000 per day and all the rest of GOVT.overpaid ELITES contribute $100 per day,the HARDSHIP & SUFFERINGS of this 59-65 GENERATION will be lighten by 50% and we are talking of BASIC NEEDS not Dancing,wining in class restaurants and paying $$$$$$$$$$$$ for 2nd,3rd homes and counting CPF every month gleefully with a stupid grin on National TV.

    WELFARE? what WELFARE? these are the PEOPLE yes PEOPLE,Singaporeans that gave their everything to make Singapore tick and being discarded and replaced today by new MIGRANTS who are enjoying their BLOOD,SWEAT & TEARS.
