No need for Minister Lui Tuck Yew to teach netizens how to “self-regulate” themselves
OPINION
Speaking in Parliament two days ago, Minister of Communication, Information and Arts Rear-Admiral Lui Tuck Yew praised the online community for “self-regulating” itself and being skeptical about a blog post by dissident blogger and lawyer Gopalan Nair on Lee Kuan Yew suffering a heart attack.
With due respect to Mr Lui, his use of the term “self-regulate” is highly inappropriate and misleading.
“Regulate”, be it self or otherwise implies there is a body, group or authority which is in charge of monitoring, scrutinizing and giving its mark of approval to the content produced, found or shared in cyberspace.
There is nothing special or commendable about netizens expressing their skepticism against Gopalan Nair’s audacious claims which is simply part of a human natural reaction to unverified rumors and hearsays.
The key reason in netizens being skeptical about Gopalan’s claims lied not in the identity of the writer nor the type of medium which carried the news, but in the fact that he was unable to quote a source or substantiate his claims with irrefutable proof, e.g. medical records of Lee in SGH.
Had the mainstream media published the same story without quoting any sources as well, not many readers will be convinced too.
It is disingenuous of Mr Lui to link two entirely different matters – Gopalan’s post and the ability of the new media to “regulate” itself together.
The new media is not owned by any individual or organization. It is a free marketplace of ideas where everybody is able to participate and contribute on an equal footing. Nobody has the monopoly on wisdom and none is wiser than the other.
While blatant lies, hoaxes and myths may stir a storm temporarily, they will eventually be demolished completely when the truth comes to light. That is exactly how the New Media works – there is absolutely no need for it to “self-regulate” itself or for bloggers to take the moral high ground and condemn others for failing to obey the rules set by the PAP.
Mr Lui added that while he reaffirmed the Government’s position on approaching new media with a light touch, it was not a sign of weakness:
“It’s worthwhile to remember that a relaxed grip is a sign of a strong hand,” he was quoted as saying in the Straits Times.
He also sent a stark warning to netizens to the repressive laws of the PAP extend to cyberspace too:
“They take courage from the cloak of anonymity in cyberspace and sometimes that can have repercussions beyond what they imagine it to be.”
It is unsure if Mr Lui is making use of the Gopalan Nair saga to illustrate its “light touch” approach to the new media. In any case, there is no action the PAP or Lee himself can take against him. There are no laws anywhere in the world which criminalize cursing somebody to suffer from a heart attack on the internet unless they want to make a fool out of themselves again.
As the arrest of the three Chinese youths by the police for posting racist remarks on Facebook has demonstrated, Singaporeans are irked by the heavy use of the law to regulate and control online speech and behavior.
Unless one sprouts nonsense which may threaten national or social security, there is no reason for the authorities to be involved in every single “transgression” offending their sensitivities.
While the PAP can always arrest a few netizens who cross the OB markers to teach the rest a lesson, such unpopular, irrational and harsh reactions are likely to cost it politically and further alienate it from the younger IT-savvy generation whose votes are crucial in future elections.
For an obsessive, insecure and paranoid Stalinist regime bent on all forms of control, its “light touch” approach to the new media stems more from the inability to regulate the New Media rather than out of natural goodwill as Mr Lui would like us to believe.
Still, it doesn’t stop Mr Lui from promoting the state media now and then as a “trusted” source of news and junior leaders like Zaqy Mohamad for casting doubts on the credibility of the New Media.
Frustrated and worried at the increasing readership of some alternative news sites which are beginning to threaten the monopoly of information enjoyed by the state media for decades, the PAP is resorting to a “divide and conquer” strategy by endorsing some blogs and promoting them as “credible” sites for others to follow.
Bloggers should not fall into the trap set by the PAP or the Singapore media and end up being made use of by them eventually to serve their own agenda.
There is no free lunch in this world. The state media will not give bloggers free publicity for nothing. We should only engage them on our own turfs and not play according to the rules set by them.

Worse crimes have been and are perpetuated outside the anonymity of cyberspace. Any argument in contradiction is KNOWINGLY delusional.
Singaporeans are NOT stupid.
China started this Internet ’self-discipline’ thing: http://www.mcclatchydc.com/2010/01/18/82469/commentary-are-chinas-demands.html
seems like certain netizen have very big ego
Aiya, this ministir think he knows Foucault and the rest of the world dunno ma, but how he know got smart asses out there who can deconstruct his words and expose his true intentions? anyway, i think we should not be too bothered with this person because we dont need him to ‘regulate’ us in any way after all. to me, he’s just plain irrelevant.
It’s appalling how the PAP govt always co-opts these military scumbags into their ranks.
For an obsessive, insecure and paranoid Stalinist regime bent on all forms of control, its “light touch” approach to the new media stems more from the inability to regulate the New Media rather than out of natural goodwill as Mr Lui would like us to believe.
Well said! And even if they want to ban sites like what the Chinese is doing, new sites will simply sprout out. How can you contain a wild fire? LOL!
This “Rear-Admirer” really sounded intimidating and full of threats in his choice of words.
Don’t be surprised if his boss needs him to “send in the army” if there’s a freak election someday…
We don’t need those million salary ministers to do such simple job by telling us what to do.
why is he crying?
god damn army yes man officer wants to teach us what to write and what not to write !!!
Go back to where you come from and use your rank to get thing done !!!!
There is a presupposition in his statement. He thinks that all bloggers are daft and would buy all the shit that is trown at them. I don’t blame him as hundreds of Singaporeans buy easily into the shit that Channel News Asia and our 148th ranked newspaper, the Straits Times spewing every day. The articles in Straits Times are preselected before they are published by the government wing, MITA. They decided what sort of world should exist in Singapore for public consumption. The government loves condescending people, don’t they? LKY still calls me daft after I voted for them all these years.
It hurts.
to regulate means what?
1)to restrict the growth of the new media
2)for the new media to become another tool that suit your taste
3)to conceal stories that may not play to your advantage
Come on, does anyone take Gopalan Nair seriously? this guy is a joker, most take it as a pinch of salt. Besides Gopalan did step forward to its all fake
There is not need for this over reaction
Is the PAP government going play the role of big brother watching over everyone posting? Don’t waste taxpayers money, Netizen aren’t stupid, besides the Old Media will play the “counter-check role” on the New media. What CNN call the (Truth-O-meter) how true it is? or lair lair pants on fire?
What we need to “Counter-Check Players” And not another Authority stamping approval what is allowed and not alllowed
If you are a king, then be a good king. There will not be any beggars to rebel against you. What is it that you are afraid of?
what a patronising a$%hole! Look at his stupid “lau Fu Tze” look…i can vomit buckets!
Another PAP joker!
He reminds me of those old wayang show magistrate with red nose.
What a clown.
this ex SAF regular build his entire career on the torturing of sg males forced to do NS for 2 years. What a fake general he is.
Ask him to go back to the dustbin he come from.
This navy general is a useless axxhole. When he left the navy after the mine sweeper accident with a cargo ship that killed 4 service woman on board, I thought he was ‘fired’ ( mine sweeper cannot even detect surface cargo ship, not to talk about submarine). Goosh… he came out to be a minister after wining a walk-over election under the old man.
What the hell is happening to this country !!!
“Self’regulate” has many implications:
For a man who does not watch porn or seek pleasures like Jerk Neo, he can “self-regulate” his sexual urges through “hands-on”.
Voters who are afraid to vote for Opposition because of fear of reprisals by PAP can opt to “self-regulate” by cursing PAP in the internet.
Now that our Rear-Admirer is even disallowing this “ventillation” during “Cooling Off Period” what should we do next??
LTY, it is not the responsibility of the MIW to nurture opposition parties. Yes, we hear that loud and clear.
IT IS ALSO NOT THE RESPONSIBILITY OF ANONYMOUS BLOGGERS IN CYBERSPACE TO NURTURE THE POLITICAL INTERESTS OF MORON-I-W.
Do YOU hear us LOUD AND CLEAR TOO??
btw, we don’t EXTREMELY appreciate the noise coming out from your trap back exit telling us what to do.
We suggest that Minister Lui Tuck Yew just ” Shut Up !!!”.
There are many things for him to do to benefit singaporeans.
You know good folks…
I can’t help but identify the MIW and their policy makers with the below youtube farce!!!
http://www.youtube.com/watch?v=pyakI9GeYRs
Xianz.
PAP leaders always think that we need to be taught how to behave, what to reda, how to think (or just listen to their commands), they invade every aspects of people’s life.
Stop at two and now 6.5 million “optimal population” to support growth ( so to tag their salary to the GDP )
Let’s stop being known-all mentoring of our life, if we need to wait for your command, 50 years MOE failure is the evident ?
Lui came from SAF, in his first 24 years career before entering politics, all he knew is command and CONTROL !
Hey, listen to us, the common people, you are put into the minister’s seat, you have to learn how to listen to the people.
Tick… TACK… Tow… The pappy line!!!
