Australia cracks down on skilled migrants even as Singapore continues to import unskilled foreign workers

The Australian government has launched a crackdown 0n the skilled migration program to prevent foreigners from achieving “back door” permanent residency through the scheme, according to a report in The Age today.

The changes will see the cancellation of some 20,000 visa applications as state governments are asked to develop new migration plans to revamp the queuing system that identifies occupations in demand and creates a point system.

Speaking to a business community this morning, Australia’s Immigration Minister Chris Evans argued that the skilled migration program has not been working in Australia’s economic or demographic interests.

”The program has been delivering self-nominated migrants from a narrow range of occupations with poor to moderate English language skills who struggle to find employment in their nominated occupation,” he added.

Australia’s move to curb the influx of skilled migrants and to protect the jobs of locals must have come as a shock to Singapore which is still importing cheap unskilled foreigners.

Senior Minister Goh Chok Tong reaffirms the ruling party’s liberal immigration policies when he said in a media interview last week that there would not be a “turnaround” in policy and Singapore should expect an increase in the number of foreigners in the next few years.

Many of these migrants don’t even know a single word of English, but are granted PRs and citizenships nevertheless.

As a result of the communication barrier which hinders social integration, the ruling party now has to splash out $10 million dollars of taxpayers’ monies to conduct free language classes for these newcomers.

Foreigners now make up 36 per cent of Singapore’s population, up from 14 per cent in 1990. Of the remaining 64 per cent who are citizens, an increasing number are born overseas.

Two out of every three PR applications are successful, an astonishingly high rate for a developed nation.

Unlike Australia, foreigners do not have to pass a basic English Proficiency test before they are permitted to work in Singapore. Neither do they have to stay in Singapore for a minimum period of time before they are granted PRs.

To exacerbate matters, PRs enjoy essentially the same rights as Singaporeans except that they have to pay slightly more for public healthcare and education and do not qualified to purchase new HDB flats.

According to a recent Wall Street Journal, the relentless influx of foreign workers into Singapore has depressed the wages of ordinary Singaporeans, increased the cost of living, especially that of public housing, decreased labor productivity and led to an overall decline in standards of living.

If the current Australian government dares to implement some of Singapore’s pro-foreign policies, it will probably be booted out of office by angry voters in the next election to come.

Fortunately for Singapore’s PAP, the opposition is too weak to mount a credible challenge and Singaporeans are too “daft” to cast a protest vote against it anyway and so it can continue importing foreigners to replace native Singaporeans with impunity in a desperate attempt to shore up its support base in order to perpetuate its political hegemony forever.

    Yup, Australia will drop its current list of “in-demand” occupations and come out with a revised list of high skilled professions and trades. I also read another report that about 170,000 who applied before 2006 (before more stringent English standards) and still on waiting list for PR will have their applications cancelled and the application fees refunded.

    Furthermore, even those satisfying the new list of skilled professions and stricter criteria will need to have confirmed job offer before their application can stand a good chance. You need to remember that Australia companies need to show proof that they cannot hire locals for 6 months before they can try to hire foreigners. And with strict labour laws, the reason for not being able to hire locals cannot be due to low salaries, or long working hours, or lousy working conditions, or unreasonable risky exposure, etc.

    1) Get yourself a company registered (over their website) and pay yourself a nominal salary – enough to say make a $100 contribution to cpf each month

    2) File taxes – with income above, it’ll likely be negligible or zero

    3) When you go to ICA to renew re-entry permit, Show your company registration docs, CPF history, and taxes for last 3 years.

    Ulitimately, there’s a bureacrat govt. employee sitting behind the counter and will check and tick that you have all the requisite docs – and voila you’ll have a 10 yr re-entry permit

    I used this trick in 1999 – I had been living outside SG for the previous 3.5 out of 5 years since grant of PR. It is all protocol and nooone at ICA can think. Outhinking them is no rocket science

    This is because singapore is in a unique situation where the govt loves foreigners more than its citizens, who are less driven, daft and most importantly vote them no matter what happens.

    That is the difference.

    Australia has to cater to the voting public who would go liberal or labour or green or nationals.

    They say oh, you cannot live without foreign workers. so its jusified.

    But it depends on the extent and whether they are skilled enough. And whether locals can do the job are given the priority all else being equal. Does Courts ads hire malaysians when the ads s placed in JB? Those are not all frontline sales positions but many of them are backend admin or office jobs.

    We need to understand the definition and Concept of Truth.

    Japan too is tightening their control on foreign migrants.
    15-20 years ago there were swamps of pinoys going to Japan, there were other nationalities too, but pinoys were the most.
    There tried illegal ways to stay and work in Japan as what is happening in Singapore now.
    The Japanese government did not take it seriously then, because they too needed low paid workers due to recession and jobs that were shun by their own people.
    Then it got out of hand when these migrants came non stop and was out of control. The Japanese government had a hard time catching them.
    The Japanese government had to gave amnesty to those who will come out of hiding and the Japanese government had to pay for their air fare back to their own country.
    These illegals that were sent back from Japan are now in Singapore.
    Those illegals who evaded being caught and still staying in Japan, are now fighting for their rights to stay in Japan under human rights.
    About 5 years ago, there was another swarms of PRCs this time, as what is happening now in Singapore.
    Facts had proven, but not heeded.

    These are my truest thoughts in a day..

    I was actually thinking why in the first place was there a need to have such a policy to import so many FTs to Singapore.

    Government say that we are a shrinking population, our GDP will not grow and our economy will suffer.

    So I thought about that, and I figured out that by importing FTs, our economy will improve slightly and perhaps make our GDP grow but in return the people who will suffer will be all Singaporeans. And what do we get from a improving economy? Nothing much apart from jobs and work in which we do not have at the moment due to so much competition from FTs anyway.

    So the Government has been importing FTs, with such a high influx because of greed. Pure greed. With more FTs, they earn more, have more to shout about eg Economy improve etc.

    If they did the FT policy slow and gradual it would still work and less imposing on us Singaporeans but they didnt. Because they were greedy. Wanted results fast and faster. Now we are all in this mess.

    All they care about is $$.. and don;t care about our welfare at all..

    I’m an Accountancy undergraduate, Singaporean who has not been able to snag a FT job for the past 8 months, i’m 27 btw. Been doing temp jobs just to sustain myself at the moment..

    I don’t get why our government is so hell bent on getting in so many foreigners. Yes i agree we need them, but can’t we get in skilled and competent foreigners? In the past few years our country seems to be licking China’s ass alot, resulting in many jobs here requiring a particular language skill which disadvantages alotta minority Singaporeans. But then again fine, i tell myself it’s a challenge i’m willing to face and i try to work my way around it and still put in the effort to find a job. I’ve even invested money just to pick up abit of the language. But still wat’s the point? Discrimination still abounds when employers would rather employ a particular race than to hire him/her based on his qualifications so as to maintain the racial quota, not to mention i gotta fight head on with foreigners too. They might even prefer a Caucasian employee over me. Why is our country beginning to have this “White Fetish”?

    Sometimes i wish i had just done my degree in Australia, waited for PR and end up working there instead of having to face so many barriers here, in my own country. I really worry about the kind of direction Singapore is taking and think i should start to consider looking for opportunities beyond our shores too..

    I had worked in a company where one of the Directors has an Australian passport but born Malaysian. His work sucks!

    I knew of a shanghai lady also holding an Australian passport but born in Shanghai. The company that she works for is an Australian company and most of the employees are foreigners.

    Why are all these foreign Australian passport holders come to singapore to work?

    The change in the Aussie Migration Laws got to do with the overwhelming influx of Indians into Australia. A lot of them come over to Australia to do educational courses in hairdressing, culinary skills [chef], accounting and then apply for PR towards the end of their course. The previous migration program identified a shortage in those trades and provided additional points if the applicant was skilled in that particular trade. It became a rort by the Indian Agents and the Aussie private institutions to bring in Indians to Australia by the boatloads. The Aussie Govt is simply closing this loophole. The recent attacks on Indians serves as a reminder that they have overstayed their welcome. The anti-Aussie furore in India and Indian demonstrations in Australia caused the Australian govt to gather their resolve and reduced this influx once and for all. After 9/11, govts are very wary of militant minorities that agitate and cause security problems. BTW, this is based on fact and in no way racist and anti-Indians.

    In simple English, when you disembarked in Australia from the aircraft and appear before the Immigration Officer, you are said in Australian law to have “entered Australia but HAS NOT BEEN IMMIGRATION CLEARED” and your PR application entry visa can be cancelled on the spot under section

    …..in Australia is, or would be, a risk to the health, safety or good order of the Australian community…..

    you get the pr in singapore and you have i think one year to land in australia before it expires. the moment you land in australia they validate it and you are a pr. so yes, you are a pr even before you live in australia.

    you can swear at them and your pr probably wont be revoked. i recall one serbian guy who is an australian pr. he committed dozens of robberies, assualts and drug offences for a few decades and still has his pr status today lol. i have been at australia immi a lot of times and i have heard people swearing at the officers before as well, nothing happened to them.

    you try that in singapore you will most likely be charged and fined or jailed under one of those obscure laws..maybe “insulting a public servant”.

    (a) the Minister reasonably suspects that the person does not pass the character test; and

    (b) the person does not satisfy the Minister that the person passes the character test.

    AND HERE IS SUBSECTION (6)

    Character test

    (6) For the purposes of this section, a person does not pass the character test if:

    (a) the person has a substantial criminal record (as defined by subsection (7)); or

    (b) the person has or has had an association with someone else, or with a group or organisation, whom the Minister reasonably suspects has been or is involved in criminal conduct; or

    (v) represent a danger to the Australian community or to a segment of that community, whether by way of being liable to become involved in activities that are disruptive to, or in violence threatening harm to, that community or segment, or in any other way.

    PLEASE NOTE THAT UNDER SECTION (6) (C) ( 2)…” the person’s past and present general conduct…” IF FAILED TO MEET THE CHARACTER TEST CAN RESULT IN VISA CANCELLATION.

    Look guys, either we die a slow death or we accept these foreign talent. Has anyone come up with an alternative to foreign talent?

    I find Singapore’s government is only concerned with GDP figures which obviously doesn’t mean anything for our standard of living. Our government is only concerned with paper figures. Still the foreign talent issue is quite important. Perhaps our fellow countrymen are too demanding, too pampered? Asking for high wages but putting in little effort? Look at the our personal situation too, we can’t compared yourselves to Australia or even Britain! Ridiculous comparisons. Singapore is such a small country, so the effects of a aging population would be greatly pronounced.

    People are always complaining so so much foreign talent but where are the suggestions to solve the problem coming? In almost any comment anywhere about the foreign talent situation, there is hardly anybody coming up with a solution! It’s really easy to complain but not to actually solve it. Most of the young people don’t realize the real problem yet.

    I think our government bit off a larger piece than they can chew. If they had taken the slow and steady rate, with the welfare of the citizens kept in mind, they would not have such /so many problems and outcries to deal with. Instead, they chose the flashy and fast booming path and now have to panic and try all sorts of cheap ways to keep the mainframe and reputation held up.

    Perhaps alternative to foreign talents could be robotics? Isn’t that what Japan’s doing? Or is it too expensive for money-grabbing PAP?

    Well, I’m definitely voting for change, and if it doesn’t change, I’m leaving. End of.
