SM Goh: Inflow of foreigners must “benefit” citizens

Just one week after speaking out in defence of foreigners, Senior Minister Goh Chok Tong had made another stunning U-turn on the ruling party’s liberal immigration policies.
SM Goh had earlier called on Singaporeans to “embrace” foreigners as we are descendents of immigrants ourselves during a visit to his ancestral hometown of Quanzhou in Fujian province, China.
He aslo stressed on the importance of immigration to boost Singapore’s declining birth rates.
During a speech made yesterday at the 50th anniversary of the Real Estate Developers’ Association of Singapore (Redas), held at the Shangri-La Hotel, SM Goh said that Singapore must “manage” the inflow of foreign talent and other immigrants to ensure Singaporeans do not lose out but rather “benefit” from their presence.
“Locals must accommodate the different habits, beliefs and practices of foreigners, and foreigners working and living here must respect local ways and habits and make an effort to integrate…….Those who come to drink from the oasis must add to our ability to replenish the water, and not just consume and deplete the stock,” he said.
There is rising concerns that foreigners are forming ethnic “enclaves” in the HDB heartlands and are not making a conscious effort to integrate into Singapore society.
The ruling party has generously introduced a $10 million Community Integration Fund to help foreigners “integrate” and more importantly to make them feel “welcome” in Singapore.
Singapore PRs and new citizens are frequently roped in to participate in grassroots activities which are shunned by the majority of the locals.
SM Goh also said Housing Board (HDB) flats will remain the foundation of the Government’s home ownership policy and that the Government will continue to ensure that public housing remains affordable for most Singaporeans.
‘The current household income ceiling of $8,000 for public home ownership means that about eight in every 10 families remain eligible for HDB subsidies……our public housing policy, based on affordability, will ensure that they will be able to. This pledge had been kept in the past and it will be kept in the future.’ he added.
Despite widespread unhappiness and disgruntlement on the ground at the sky-rocketing prices of public housing, the ruling party is adamant that HDB flats remain affordable to ordinary Singaporeans.
The state media has been tasked to skew public perception in favor of the beleaguered HDB by spinning stories after stories on what HDB is doing to “help” citizens own their flats, the latest being the incredible spin that HDB suffered a S$2 billion dollars “deficit” last year in subsidizing Singaporeans.
Unfortunately, it appears that few are willing to buy the story. In an online poll done on the Temasek Review, 94 per cent out of some 700 respondents do not believe in the authencity of the figures released by HDB.
Regardless of the truth, it appears that the ruling party is losing the war of perception in cyberspace.

The impression of scaling back and talk of taking care of the people is a pre election pep talk and political “wayang”.

- A tidal wave influx of FWs / FTs / PRs to make our lives more difficult.
- Prices of ’subsidized’ and ‘affordable’ HDB apartments skyrocketing towards the moon.
- Increase in the GST rate from 5 p/c to 7 p/c.
- Transport / ERP / Cost Of Living increasing all the time.
- Changes in CPF withdrawal rules that make it more likely that you will not be able to withdraw your own hard-earned money till you are 6 ft underground.
- Ministers and MPs that talk down to you and conveniently tell you to ‘move on’ when they cannot offer a logical solution.
The only interest they have is for themselves.
- Increase their own salaries by 60 p/c AFTER the last GE.
- Become the highest paid Government Ministers in the world where even the most Junior Minister is paid more than 2 times the salary of the President of the United States (Singapore Minister of State = S$ 1.5 mil. Prez Barrack Obama = USD 400k or approx S$ 550k).
So, think twice and vote wisely in the next GE.

If you have personally experience what you have written about GCT, then I have nothing else to say and good luck to you. There is a difference between a real MP in a democracy and those PAP version.

I believe if the poll options were phrased differently, for example “Yes/No” as opposed to, “Yes: the government would not lie”, it would have a different outcome.
I do sense a hint of sarcasm in the poll and it would be rather foolish to pick the first option.

They always make such noises before elections. The fact is that from past history Singaporeans know they never listen to the people. Form the URA plans, I can see many areas marked out as industrial sites. With a falling population, this could only mean that they intend to bring in another 3 or 4 million foreigners.
They never listen to the people on the issue of casinos as well. And now it seems that they are really really worried about people becoming addicted to gambling. I fear for what will happen to this country when the casinos open. More addicted to gambling. More family break-ups. More suicides?

I was actually quite impressed with this article till this line came up.
Of late, MSM published a lot of “happy” Singaporean surveys in such a short compressed time period and so much contradictory messages from MIW on migration influx, one must be forgiven to suspect that election is just around the corner.
GCT was reported in MSM spoke of need to contain migration numbers in Fujian Province, then on return in Singapore spoke favouraly of welcoming foreign migration and now this restraining tune.
THIS IS INDICATIONS THE MIW HAS LOST ITS DIRECTION.
The same contradictory messages in economic front, LHL positive on outlook of the economy forward but the Finance Minister much less positive.
In trying times like these, the crisis management is falling apart I believe.
We need fresh ideas and the present team can’t manage it.

Whether the oppositions are more talented than the PAP MPs or not is not so important. We can be assured that the opposition MPs will have more hearts than those self-serving fat cats. More importantly, opposition MPs can and will vote against any rubbish bills tabled in parliament by those self-serving fat cats.
The govt seems to be on the defensive but a bit too late. the damage has been done and cannot be put right even if they put in 101%. well they got to pay the price and face a knock out.

I guess you totally missed my point there. In order to be truly credible as an alternative media outlet, TR cannot just be contented with yardsticks like ST, Today etc. It does not mean that “as long as we are less biased than them we are good”. I think that is a sad state to aim for. An analogy is to say that a robber is a good person because compared to a murderer he doesn’t kill. It doesn’t make a lot of sense, does it?

The management of foreigners here is one of the worst, or perhaps we should also include this as a First class bungle that will hopefully end the PAP total control at the next election.

Thanks for reminding me that I didn’t define “Truly Outstanding”. Perhaps allow me to define it here in somewhat coarse terms: Some sort of report that does not give me the feeling that it is blindly pro-opposition yet it also does not seem lifted out of MSM. It must also seem well-reasoned with robust and rigorous methodologies employed in the process of writing the article.
Of course, as you have mentioned, could it be a label which only a rare few can practically achieve? I am not ashamed to say yes. If every article were to be “truly outstanding”, which will be “truly outstanding” then?
Contrary to your assertion, I don’t claim to speak for everyone on that benchmark just like how I don’t claim to speak for every football fan when I say that I will be so glad when Man Utd wins their 19th league title.
Going back to my original reply to Exposure, I am trying to say that it is not enough to benchmark against MSM since they are pretty bad benchmarks themselves. To be contented with “better than MSM” is akin to saying that anything is better than nothing. Instead of comparing with bad benchmarks like MSM, perhaps we should compare with better benchmarks out there.
In any case, these are just my personal opinions and there is no need to get vindicative/personal/aggressive. After all, everyone here is more or less a keyboard warrior and we are typing at the comfort of our chairs and behind the cloak of anonymity. After all, as the saying goes, opinions are just like ars*holes – everyone has one, just that some are bigger than others.

Robustness in debate DOES NOT mean vindicative or personal or aggressive and anything else more colourful of imaginative creations.
Truly outstanding means “excess of an aggregate amount” and in publishing, how is the “aggregate amount” determined? It is an “impractical test” incapable of measurement quantification or even remotess of satisfaction.
The benchmark you now indicated could hardly be “truly outstanding” but probably distinguished of unique perspective of coherent thoughts and that is satisfied more by TR reader’s contribution.I see some good posts in their threads and some robust thoughts (and humour too) exchanged – none seen as vindictive, aggressive or personal.

So the foreigners will become the new ellites and Singaporeans will do the heavy and hard jobs. Singaporeans will become the labourers and servants for the foreign talent.
Also, just in August 2009, Gan Kim Yong in reply to a call by Josephine Teo to rethink the foreign workers policy said that “it would instead create rigidity and distortion in the labour market. This would add costs to businesses and undermine their competitiveness.”
They obviously intend to bring in millions more foreigners. The only reason for them to sound reconciliatory is because elections are near.
The electorate is now wiser and more sophisticated and will not fall for such tricks.
Time for Change is now. The people will vote for Change.

Who is eligible to appy for he Landed PR?
The Landed Permanent Residence Scheme is open to those who :-
• hold tertiary qualifications or have other outstanding merits; AND
• are not more than 45 years of age; AND
• is not working in Singapore currently.
Noticed that these CRITERIA MADE NO ASSESSMENT OF SKILLS SET IN DEMAND, VERIFIED OR VERIFIABLE TRACK RECORDS OF ACHIEVEMENT AND EXPERIENCE RELEVANT TO OUR LABOUR MARKET NEEDS, NO CHARACTER ASSESSMENT, NO MEDICAL CHECK REQUIREMENTS ETC.
Other than age bar and not in current employment here – meaning simply on holiday or working outside Singapore – a tertiary qualified applicant immediately get approval-in-principle.
So that means that a graduate from any local private college with a foreign qualification AUTOMATICALLY QUALIFIED EVEN WITHOUT EXPERIENCE.
What TOP end of talent is that??
Do we NOT have “top end” talents from among our citizenry with degrees from EXACTLY THE SAME tertiary institutions or private schools here which offered tertiary qualifications on completion in the same way as Zhang Yuan Yuan?
Or are “top talent” is of such quality BECAUSE THEY ARE FOREIGN?
If it is Singaporeans from the same graduating class as foreigners, it is “LOW TALENT” end?
This is a SERIOUS issue when top talent is defined merely by reason of a tertiary qualification to be granted in-principle approval of Landed Permanent Resident.
How do we know that some foreign qualifications befitting “top talent” are really DUBIOUS of quality and employability? I read on the bloggs many so-called foreign talents found to be incompetent but protected by their own nationals who crowded out locals in the workplace.
Of course foreigners are top talent by reason that they are cheaper – if all that is needed is a tertiary qualification. THE UGLY SIDE OF TRUTH IS THAT TOP TALENT IS SOLELY DEPENDENT ON FOREIGN NATIONALITY intricately tied to cheapness, not relevant skills set.
Singaporeans will be forever driven out of work and remains unemployable as foreigners sieved out their applications. IMAGINE THE SOCIAL AND ECONOMIC CONSEQUENCES OF THAT DESTROYING THIS COUNTRY’S CITIZENRY?
MM himself recently said publicly that in China – two sets of law apply – one for the 76 million communist party members and another set of law apply to the rests.
If that is true, it would apply to tertiary education sector as well. China got hundreds of universities, how many made to the world top 200? Maybe less than the fingers of one hand. Singapore has only 3 university, two made it into the top 200 universities. Australia has maybe 30 universities (??) maybe less than 8 made it to the world’s top 200 universities.
THE QUALITY DIMENSION IS OBVIOUSLY DIFFERENT. LOCAL UNIVERSITY GRADUATE ARE SUPERIOR TO THOSE GRADUATES FROM CHINESE OR EVEN AUSTRALIAN UNIVERSITIES – on an average.
So it begs the question – what kind of top talent did our migration influx absorb?
THE SIMPLE ANSWER TO THAT IS – IT IS MAINLY RUBBISH IN SUBSTANCE EXCEPT THOSE COMING FROM TOP GRADE FEW UNIVERSITIES IN CHINA AND AUSTRALIA if we take migration from these two countries as illustration example. What about Philippine and India (other than IT field)?
When you have two sets of law in permitted corruption like in China, HOW DOES SINGAPORE KNOWS THAT THOSE WHO CAME WITH TERTIARY QUALIFICATIONS were NOT actually university drop-outs but got their qualification by virtue of corrupt dealings of political donations or parents political standing within the Chinese Communist Party especially those from outside the world’s top 200 list of Chinese universities?
What we got is a LOT of DUD. And why is it so?
We imported over 100,000 migrants each year over the last few years. Were they rigorously vetted formally to ensure quality or blinked the eyes through to bring in the numbers?
Zhang Yuan Yuan is living proof of that quality screening. DUD.
Contrasting to Australia – they have a SPECIFIC MIGRATION statutory law which stringently control quality with defined legal provisions of assessment, review and appeal procedures AND TRIBUNAL TO ASSESS QUALIFICATIONS AND EXPERIENCE AND COMPLIANCE WITH PR CONDITIONS.
WE HAVE NONE.
Since we have none – where is the benchmark AND LAW APPLICABLE TO CAPTURE AND ENFORCE QUALITY other the political fiction???

University education standards have fallen OUTSIDE SINGAPORE. Universities in Australia, Britain for example are just MIGRATION FACTORIES GIVING OUT QUALIFICATIONS LEADING TO MIGRATION APPLICATION RIGHTS in exchange for students fees funding support.
So if we got some applicants from graduates from such kachang puteh universities and qualification, our MIGRATION CRITERIA IMMEDIATELY APPROVED THEIR APPLICATION IN PRINCIPLE.
How many got rejected after in-principle approval?? Probably embarassing of us to turnaround to shame our own in-principle approval is dud – maybe all got approved in the end.
Looked at migration lawsuits in Australia through the tribunals. These are only those who fought in the migration appeal channels – most got tired of failing to get in, and incapable of knowledge of migration law and cannot afford to appeal just become illegal immigrants or leave -YOU CAN SEE FROM THE LISTS THAT THEY COME MAINLY FROM PRCS and SOUTH ASIAN COUNTRIES LIKE INDIA, BLANGAH DESH ETC.
These are the countries we seek new migrants. It is TELLING OF THE DUBIOUS QUALITY we got or likely to get because migrants to Australia from Singapore, Hong Kong, Malaysia, Europe, North and South America are of quality who meets criteria. NO NEED TO FIGHT IN DESPERATION TO GET PR as those from China and India.

PRs are here for the short-term. Once money is earned, they will just leave Singapore for good. Singapore is just a stepping stone for them to venture to bigger economies.
I believe the PAP knows that but they don’t care as long as they can secure votes for the next GE.
What is required in this country is a proper statutory migration law which defines how migration application be processed -offshore and onshore – what application compliance conditions apply of truthful disclosures, what assessment criteria to apply by public gazette notice, what rights of appeal of rejected application, and what continuiing conditions attached to PR if successful, what grounds for revocation and appeal procedures if revoked, external audit of migration procedures being complied with in ICA etc etc.
Without a statutory defined and transparent processing and rigorous determination of applications, we will get very lowest marginal quality of migrants simply because it is the easiest to get in. And the costs to society astronomical and the benefits to Singaporeans illusory.
