Jalan Besar Town Council had took an unemployed man to court for arrears S&C arrears of $432!
In a letter written to the Straits Times Forum, Mr Lim Beo Thiam, a 52 year old who has been unemployed for 18 months and lost part of a leg through diabetes relates his unhappy experience with his Town Council. (read letter here)
He claimed that this is the first time he did not pay the S&C charges due to financial difficulties and he was taken to court by Jalan Besar Town Council.
His new debts now ballooned to more than $1,000 which included court penalties and late payment charges.
“When I tried to settle subsequent S&C charges to avoid a fresh spiral of hefty penalties for non-payment, I was rejected. The town council ruled that I had to settle the old debt before I could pay the new charges. Naturally, this led to more penalties as my fresh S&C arrears spiked. So, I am now some $3,000 in debt to my town council,” he added.
Mr Lim wrote that he has appealed to his Member of Parliament for help many times but the final reply invariably remained unchanged: pay up.
He lampooned the Town Councils for hoarding extra revenue collected instead of helping needy residents like himself:
“Town councils shouldn’t be surprised if residents like myself, who face tough times, wonder why we aren’t being helped via the excess revenue collected; revenue which is instead ploughed into loss-making investments. Shouldn’t any excess revenue be refunded to residents via rebates? If town councils are keen to invest, set up a fund offering soft loans to residents to tide them over tough times and pay service and conservancy charges.”
His letter attracted a fresh barrage of criticisms at the government with many netizens expressing their support and sympathy for him.

And the govt can spent $100 million just to host a 3-day APEC Summit! which is more to a ego trip – as in all honesty such APEC or even ASEAN have all along been making alot of talk but never walk their talk – and in fact even within ASEAN there are many issues yet to be even worked on and the many barriers to free trade within the group.”

“Having a report card to monitor the town council’s performance is a good ideal but collecting of the outstanding arrears is otherwise. Whoever owes the town council are likely to be the poor of the poor. Fancy writing off 16 millions in lost of investment and here they are squeezing your poor citizen till the last drop of blood. Not only that , if for any reason you happen to owe them they will impose penalties, late payment charges, court charges, so that they are quite similar to the loan shark charges.
12 months outstanding of $36 x 12 = $432. Penalties $561 plus $50 legal fees. Total to claim $1043. If these don’t work they will get a court action to seize your household items until you have nowhere to run. Yes I had personally experienced it. Forget about seeking your MP’s help because they are of the same office. (N/B The MP take charges of the town council) After auctioning your item that will not be enough they will start the proceduring all over again. One would have been better off if they borrowed from a loan shark to pay them off. However the SPF had cleared a lot from their business and seeking a loan shark is not easy nowaday.”
iamgoondu wants the Town Councils to accout for the fees collected and sent:
This situation becomes even more unthinkable when the People realize the huge reserves that the town councils have amassed, enough to write off large investment losses. It means that the town councils have collected too much S&C fees. Where is the promise by the MND to address accountability in the aftermath of the investment fiasco now? The People are not so forgetful.
I challenge the town councils to provide more complete statistics on this matter. Maybe then, the PAP government shall be less quick to proclaim the job credit scheme a success when it is obviously NOT and faces squarely the root issue, i.e. the structural unemployment problem which has escalated over the years.”

As more Singaporeans lose their jobs to foreigners, this incident will be a common thing in the future. Time for CHANGE is now. If Japan and Malaysia can change, I don’t see why Singaporeans can’t vote for CHANGE.

what i wish to see from the Town Councils is how wisely they spent our money and not how well they collect conservancy fees . They should provide monthly or yearly itemised items spent or invested . i am very sure this will give residents a means to judge how well fees collected by their Town Councils are prudently manage.

My name is Salim. I am a electrician in my early forties, married with three school-going children. I tied the knot with my beloved Fariah at the age of 27. My wife used to work as a clerk in a statutory board but is now my minister for domestic affairs.
We live in a four-room flat which we bought some years ago in the south part of Singapore. I am servicing my flat installments through my CPF.
Two of our older children are in secondary school while the youngest is in primary four. I travel to my work place by motor bike to escape the hassle of travelling by feeder bus and the MRT.
I am often told, not too subtly by government and union leaders, that I should consider myself fortunate because I am still gainfully employed. Although my monthly income is about $2,000 my take home amount is less than $1,700.
Besides putting food on the table I also have to take care of other expenses, which include my children’s school expenses, utilities, transportation, etc. Occasionally we have to cope with the unexpected such as when the children fall sick.
At the end of each month we can barely make ends meet.
Life in Singapore is becoming more and more expensive. It is really tough to raise a family. My wife and I also make it a point to keep in touch with our elderly parents and chip in whatever we can to make their retirement less painful. We pray very hard that we never have to be hospitalized because we cannot afford the expenses.
I am nonetheless supposed to be “fortunate”. The frightening thing is that there are other ordinary workers who earn even less but have financial obligations no less daunting than mine.
But are we not supposed to be living in the First World and enjoying the Swiss standard of living? Every now and then we are told that Singapore is number one in something or other. Our port is the world’s busiest, SIA is the number one airline, our so-called sovereign fund is among the biggest in the world etc, etc.
I used to feel proud of these achievements. But over the last couple of years I have begun to have second thoughts.
I ask myself what have these achievements got to do with me?
The fact that Changi is number one really has nothing to do with me. The fact that our reserves amount to a few hundred billions has done nothing for the average Singaporean like me. We are still ourselves and still toiling away day in and day out for an income that is not commensurate with the amount of work we put in.
On the other hand, our ministers are the most highly paid in the world as their salaries are pegged to the country’s top earners.
Worse, we now have to compete with foreign workers who threaten our livelihood. We also have the largest number of foreign immigrants percentage wise. No ordinary worker – at least the people I know – feels secure with his or her job. Any talk of increased wages will inevitably be countered by the threat of being retrenched.
The temptation for employers to hire cheaper foreign labour is too attractive to resist. There is absolutely no job security for us.
Should we lose our jobs we are expected to downgrade. This is what I don’t understand, we are supposed to be No. 1 in this and that but we constantly face the propsect of having to downgrade.
Worse many have to resort to begging and queueing for free food. This is our country. We have served our country in many ways. Our parents too have done their share in making Singapore what it is today. Surely we deserve better. But alas this is the real situation that exists in Singapore today.
A Government leader tried to make us believe that I as a Malay enjoy special privileges under the constitution. In fact we Malays have not received any special treatment. We identify ourselves with Singaporeans of other races and share the same hardship as all other citizens.
Unfortunately, our loyalty to Singapore has always been questioned to the extent that we have been deprived of many opportunities to serve our nation. But despite this we will join our fellow Singaporeans and put our shoulders to the wheel to build a better nation for all.
We see little hope for a better life in Singapore unless there is a drastic change in the way this country is being run. What good can our country’s multi-billion reserves do for ordinary people like us? We are beginning to feel that the Singapore of today is only meant for the rich and powerful – many of whom are not Singaporeans.Ordinary Singaporeans like myself exist only to serve their interests.
We truly long for change.
Ordinary Singaporeans deserve to be treated better in our own country.
People owe $432 to TC were dragged to court and fined heavily. TC lost millions of people monies and still want us to feel grateful. Is this the kind of PAP we want to vote? I leave everyone to think about it. Power are the people, power does not belong to PAP and kangaroo court.
The real debate should be this:
Is it fair for the residents who pay on time and promptly to subsidise people who could not afford to or claims that they could not afford it? Think about it before answering.

I can attest that $1700.00 is not enough for a family of 5 with 3 school-going children. It is almost subsistence level with no additional amounts for luxuries like travels, cinemas, tuition etc. This family has to watch every single cent spent and although considered having a reasonable income, which is average for most Singaporeans, neans foregoing many simple luxuries. Life really sucks when 10 years ago, one can still have something extra to spend like a day’s outing at the zoo or Sentosa, but for this family and most Singapore families today this is out of the question. There is no doubt that take-home pay has been outstripped by the high cost of living. Either the wife has to work or the family has to find other ways to get additional income. I wish life can be more generous for all Singaporeans after independence but all the hype about Singapore’s successes are not translated into giving average Singaporeans a good life.

And don’t you think on average we are actually paying too high the S & C charges that the TC can afford to acumulate more that S$1 bil (or is it S$2 bil) in reserves , and can afford
to write off those millions in lost investments like nobody’s
business ?
Frankly I wouldn’t mine if part of my payment goes to help those are truly hardship cases. We humans call it empathy and
compassion.
And govt spending S$90 mil on F1 and S$100 mil on APEC meeting is to feed our poor and not to boost its own ego?
Many times I wonder what do we elect govt this for?

As a Singaporean that pays the S&C charges, I do not mind paying for those that are in serious need of help.
Given the choice between feeding money to the fat cat minister so that he can take his entire family to france for a cooking lesson and have his colleague call me a lesser mortal and between helping a family of 4 tide over this nonsense, I believe the choice is obvious enough.

The place I stay has been in different GRC with each election. I wonder what GRC it is going to be in this year.
From the looks of it, I do not foresee myself voting again even if the elections were to come early.

I think most of us will have no issue if some of that reserves is used to help those who truly cannot pay. When there is an earthquake or tragedy in other countries, Singaporeans have demonstrated that they care and are generous with donations.

It is with great sadness that I read this article. I paused for awhile to sense how greedy and terribly wrong our present government has done in its policies in the last 10 years. Singapore is seriously getting too tough to survive, let alone live. The people are struggling. The citizens are becoming less kiasu and kiasi whereas the government has turned the other way. Many thinking Singaporeans are migrating to Australia, New Zealand and Canada for a more peaceful life where political apathy is NOT the norm. Where they can live at ease with greater peace of mind in their daily life. Where there are green parks and landscaper that abound. Not a mad rush to the grave. Singaporeans are now more ill at ease than ever. They witness plenty of contradictions in policy and intention. They have lost faith in the sincerity of the Singapore. They have come to realise that the Government does not care for its citizens, let alone love them. Common folks have come to witness that hypocrisy is playing out in the way the country is now managed. We need to be alert to a system and a group of self-proclaimed ambitious men who crafts ineffective policies that cause us to take “our medicine” not only early, but for a lifetime. It’s time to voice out in the next election. It’s also time to be aware how we are being programmed and conditioned by our present government.
It has come a stage in my life where I could no longer walk the Singapore soil of hypocrisy. That I know, I have this one life and I wish the best for myself and my family and friends. Unless Singaporeans are alert and aware that they are being programmed and engineered by the present government, I do not think I can breathe the Singapore air anymore. I would rather be a second class citizen in another country than a fourth class citizen in my own country. In this country, it seems to me that the present government is the first class citizens, the foreign talent is the second class citizen, the PRs are the third class citizen and I’m just a fourth class in the packing order. If you are not allowed to think, and merely keep in line to follow; isn’t that mental communism? I think life would be better in another country as people can voice out their unhappiness and somehow move things. In this country, we complain a lot as we can’t VOICE out. And we get blamed for voicing out. We are being manipulated and some of us are not even aware. I want to leave. Singapore is a pressure cooker waiting to explode.
