BREAKING: MOE succumbs to intense lobbying to suspend Aware’s CSE

In a stunning reversal, the Ministry of Education (MOE) has suspended the sexuality education programme (CSE) run by the Association of Women for Action and Research (Aware) in some schools, saying it does not conform to the MOE’s guidelines. (read news report here)
MOE found some suggested responses in the guide ‘too explicit and inappropriate, and convey messages which could promote homosexuality or suggest approval of pre-marital sex’.
Aware’s CSE was implemented in 11 schools between 2006 and 2007 with prior sanction by MOE. A few days earlier, MOE had issued a public statement that it did not receive a single complaint from parents about the programme.
It appears that MOE has capitulated to the demands of some faith-based groups to review the programme which was used as a smokescreen to justify the ill-fated takeover of Aware by the previous exco, six of are whom members of the Church of Our Savior (COOS).
The CSE was adapted from an international NGO on women health and input was sought from various religions in Singapore before it was approved by MOE.
A week ago, segments from its confidential “manual for instructors” were deliberately quoted out of context and leaked to the public on Aware’s official website.
An online petition was started by an unknown Madam Khoo to MOE to review the CSE which subsequently drew over 6,000 signatories in less than a week.
It is not known if Madam Khoo is a member of COOS.
Emails have been circulating around urging “concerned” parents to sign the petition.
Neither MOE or Aware were given the opportunity to explain the intricacies of the programme in greater detail.
The knee-jerk reaction from MOE is both laughable and lamentable. The short span of time they took to reach a decision to suspend the CSE makes one wonder if they are simply reacting to intense pressure exerted on them.
MOE should first examine the source of these complaints before deciding on the next course of action. Are these parents from the same religion or group? Have they been cajoled by others to sign the petition or submit their feedback?
A forum can be organized to meet up with these parents first and listen to their concerns to allow grievances to be aired. Surveys can be done amongst Singaporeans from different races and religions to solicit their views on the CSE.
The number of complaints received by MOE may not be reflective of the exact figures as a person can easily forge 10 different names to send 10 emails or more to give the impression that there are many Singaporeans who are opposed to the CSE.
By reacting to the demands of anonymous individuals, MOE has tarnished its reputation badly and may set a precedent to embolden a vocal minority to hijack a national issue in order to conform to their own religious values.

Since MOE has now deemed some of the content of the CSE programme not appropriate, then it follows that persons in charge of the sexuality education programme of the schools concerned or MOE have failed in their duty to ensure that the MOE guidelines are adhered to.
Will MOE now disclose what disciplinary action will be taken against those school principals, school teachers and/or MOE officers responsible ?
Please don’t tell me it’s another honest mistake and move on.

What makes you think that the government and MOE isn’t infested with people like that? Sorry lah, MOE is not exactly known to be progressive.
I remember getting my hands on an old? outdated? sexuality education booklet (not AWARE’s), and it was full of very funny things. For example a flowchart where holding hands leads to kissing leads to something else leads to sex… therefore kids, please don’t even think about holding hands. That program emphasized abstinence and staying away from temptation.
Does anyone have a copy? I want to see that flowchart again.

Common sense triumphs once again. the minority remains the minority, albeit loudly.
The “recent” AWARE have used stealth to induct homosexuality to our young children in schools. This is not what the “early” AWARE founders had in mind.
The “new” AWARE tried to do it, and in my opinion, succeeded within one month what would normally take months or even years. In addition, they have the bonus of bringing back interest back to its AWARE’s original goals, and increase the membership base from 300 to 3000! Not many leaders in any secular organization can claim such achievements within so short a time than Josie Lau!
Let’s hope the “future” AWARE will remember the original vision of why the pioneer-founders came together.

Since the beginning of the saga, not only is the MSM biased against them, but obviously from the various articles posted here till today, it’s the same with WP. Go out and ask around yourself before coming with another conspiracy theory.

The Ultra-Conservative Christians Rights Movement is Alive and Well in Singapore.
We are currently witnessing 3 Consecutive Chapters of their attempt to sow discord and division within the Singapore Society.
Let me recap.
Chapter 1
The first salvo was fired by Thio Li-Ann in Parliament last year with the attempt to fan-fire the Singapore Society based on their brand of gay agenda.
Chapter 2
The takeover of AWARE engineered by the Mother of (not just Thio Li-Ann) Christians Rights Agenda using the gay issue again.
Chapter 3
Certain church members who disguised as concerned parents who grouped together to write to the Government to protest against CSE curriculum approved by the MOE.
These Ultra-Conservative Christian Rights Groups, may have been influenced or have affiliation with those American Evangelist Churches.
The American Evangelist Movements in recent years has managed to politicized the Gay-Marriage and Abortion issues in the US, to the extent that the entire US population is deeply divided to the Conservative Camps and The Liberal Camps during those Bush years. As we all know, the US economy is in dire state and they have much more pressing ssues than this kinda divisive issue.
To be fair, many Christians are Decent and Moderate People.
But they too, have to be careful, not to buy in to these radical ideas of some of the Right-Leaning churches, with are affiliated with those American Evangelist Churches.
During the 2004 American Election, Bush garnered the majority votes, by stirring up the issues of Gay-Marriage and Abortion. He uses his Christian background and Neo-Conservative Republican influence, to garnered these votes, especially among the Southern States in US, they called those geographical areas “the Bible Belt”.
The strategy was devised by his political strategist, Karl Rove. It is very effective because he beat John Kerry, from the State of Massachussets, which legalised Gay-Marriage.
After winning the election, Bush and his Republican cronies find it appropriate, as Christian Rights, to launch an attack, on Iraq, using flimsy excuses such as “Weapons of Mass Destructions”.
We should be very very careful of the those American Evangelist Movements, because they are CURRENTLY INFLUENCING MANY MANY CHURCHES WORLDWIDE. And they are HARDLINE EXTREMIST who will not hesitate to bulldoze their way to get rid of all elements not consistent with their beliefs, weather its gays, abortions or muslims, etc.
It is very obvious that some leaders of our local churches are already subcribed to the ideologies of these American Evangelist Movements, calling ALL CHRISTIANS TO DRAW A LINE (against the SECULAR SOCIETY?)
History has taught us well, The Crusades War bring untold suffering to millions of Europeans. That’s why the Europeans are much more sensitve and wary of the Fundamentalist Christian’s Movement, unlike the Americans, whom did not go through the same suffering experiences and did not learn the lessons.
Prejudices and hatred will only bring more trouble and extremism to the world, with the proliferation of more terrorist group.
We should all strive to be Moderate, Balanced and Free of Prejudices, regardless of whichever religion we have.
May God Bless Us All, regardless of Race, Religion, Sex, Sexual Preferences or any other superficial differences. Beneath our skin, we are all human.

The public statement, made before the EGM conveniently, lent support to the Old Guard, and helped knock out Josie and comm. Perhaps a bit too hasty in defending yourself and absolving yourself of blame right after Dr Thio’s allegations? You should have seen the CSE first before coming out public.

They pick the easy targets to wage their “spiritual war”. Why not go after the more important issues like profiteering, poor work family balance, low wages, high cost of living, high cost of medical care? I think these issues are more harmful to the Singaporean family than a few homosexuals minding their own business.
Of course they won’t go after those issues because they are earning lots of money from the rest of us. Why don’t Thio provide low cost legal aid to the poor, and his nephew Alan Chin, why can’t we see him provide low cost medical care to the masses? - most “enrichment” courses are not sanctioned by MOE
- “enrichment” courses run by the hundreds in schools, even EL remedial is now done by “angmoh” teachers and god knows what the NIE trained EL teachers are doing?
- MOE’s job is just to throw money and send out “warning” circulars to schools to spend the money if not they will not get the same amount the following semester or year…personally saw such an email but unfortunately did not save it…WP may want to ask around for a copy of the email…it was on the IF funds

The bone of contention in the CSE appears to be the FACTUAL statement – I’m paraphrasing – “Anal sex can be healthy if done with consent and with condoms to protect from STDs”.
People with spines should be asking those without the following questions:
1. Is anal sex a reality, even among heterosexual couples? (In absolute numbers, more heterosexuals practise or have practised anal sex than the total number of male homosexuals in any country.)
2. If anal sex is a reality, and some people may have an aversion to it, is it or is not healthy to get the consent of your sexual partner should a person want anal sex?
3. If anal sex is a reality, and in the light of HIV and other STDs, is the use of condoms healthy?
4. A grossly overlooked point: To those who practise anal sex, is it FUN?
5. If anal sex is such a sore point with the Christian fundamentalists, why didn’t they oppose the PAP in 2007 when they decriminalized ANAL SEX but ONLY FOR HETEROSEXUALS?
I really have no idea why the savage hordes in the Christian fundamentalist camp are devoting as much time and energy into making other people miserable and unhappy; they are clearly proving that theirs is a single-issue religion.
It is time to stand up and overcome this sexophobia that is preventing us from speaking up about the TRUTH about specific sex acts.

AWARE’s CSE is an excellent programme. I wish there was an online petition for it. I’m sure just like the EGM, normal moral & ethical people (unlike fundamentalist who claim to be moral & ethical but in practise are anything but so) will sign it unhesistatingly.
This will show fundamentalists that though silent, the majority is in favour of knowledged and balanced information and not fear-mongering, hyped information that spews out of TSM & her cronies.

For me, it was first having ‘wet’ dreams and the awakening after my first porn vid. I knew I loved the opposite sex when I chanced upon some homosexual porn and that did not turn me on. (apologies to the homosexuals reading this but my main point here is you cannot teach, promote or influence sexual preferences) Prove me wrong, cite me examples of people turning gay when they are near gay people.
I apologize for this very crude post but honestly christians and liberals are taking this witch hunting business a bit too far.

Who is right? My view is that there is no magic pill to say such education either way will solve the problem, but at the end we parents have a direct stake in what we want to teach our kids.
People are unhappy about JL and team imposing their view on them in a stealthy way and that is understandable. However it works both ways. Saying the guide was for internal use only and not meant for circulation shows that they also intended to indoctrinate the kids without people realising it. No difference from JL’s team. I’m glad AWARE has been exposed!

syllabus. Some of my suggestions are as follows :-
1) explain what it takes to be a gay and that majority of mainstream folks do not consider it as normal.
2) anal sex is not normal and is strongly not recommended, even with a condom, expand on the reasons and dangers, include reference to penal code S377A.
3) HIV and Hepatitis statistics in percentages are very high for male homosexuals, explanation on the life threatening sickness when contracting HIV, Hepatitis, etc.

Anal sex can also be performed between members of the opposite sex. So don’t think that anal sex is only between homosexuals. Very soon conservatives wouldn’t want us to have foreplay or blowjobs just because it isn’t mainstream. As if I would care if it’s against the law.

1) The cause of homosexuality is UNKNOWN.
In 1992, the American Psychiatric Association, recognizing the power of the stigma against homosexuality, issued the following statement:
“Whereas homosexuality per se implies no impairment in judgement, stability, reliability, or general social or vocational capabilities, the American Psychiatric Association calls on all international health organizations and individual psychiatrists in other countries, to urge the repeal in their own country of legislation that penalized homosexual acts by consenting adults in private. And further the APA calls on these organizations and individuals to do all that is possible to decrease the stigma related to homosexuality wherever and whenever it may occur.”
Majority of mainstream adopt a “live and let live attitude” especially in the Asian context, hence homosexuality is NOT a crime in Asian countries that are NOT occupied by the British. Singapore’s 377A is inherited from the British “victorian-age” laws and this law has already been removed in the UK itself.
2)Safe sex applies to penile-vaginal sex, oral-vaginal sex, penile-anal sex, penile-oral sex when there is a risk of contracting diseases.
3) HIV and Hepatitis can be contracted through unsafe sexual practises, whether heterosexual or homosexual. So practise safe sex.

To me, it is acceptable that the Heritage Foundation is Christian Based, just as it is up to AWARE if they want to elect leaders/past leaders who are active in the gay lesbian scene. People are free to agree or disagree with their views.
As mentioned, using stealth to get kids (or adults for that matter: that’s why JL team was ousted) to accept their lifestyles is unacceptable.

In Luke 17 in the New Testament, Jesus said that one of the big “signs” that will happen shortly before His return to earth as Judge will be a repeat of the “days of Lot” (see Genesis 19 for details). Instead, they invented new architecture – you know, closets opening on to Main Streets where little kids would be able to watch naked men having sex with each other at festivals in places like San Francisco (where their underground saint – San Andreas – may soon get a big jolt out of what’s going on over his head!). I am a Singaporean who is concerned that a church with only thousands of members has been allowed to affect Singapore’s policies.
Last time I checked, Singapore is still a secular multi-religion and multiracial country. The secular government must be allowed to implement carefully thought policies, in tune with global trends, that benefit the majority of Singaporeans.
Nonetheless, the concerns of the minority group, no matter how illogical and backward they are, should also be addressed. For this, MOE have allowed these people to home school their children so that they won’t be “contaminated” by our mainstream system. This approach has worked well for Singapore.
Thus, I am disappointed with MOE this time for not considering the welfare of the majority of Singaporeans. I hope this will not be the opening the floodgates for minority groups to impose their beliefs on the majority.

Thanks to MOE Dr Ng Eng Hen and his team! It has to include SMOS Grace Fu who had tried to keep her fine line. She wasn’t as impulsive as SMOS Iswaran who was obviously pressuring Dr Thio Su Mien with his prove-it-or-else ultimatum at those critical junctures to support the extremely eager and anxious Mrs Singam’s and her team’s vociferous howling and yelling for the jugulars of Josie Lau and her team.
Now we know the real reason why Queen Bee Singam and her team were in such great hurry to throw out Josie and her team, as they expected all along this finding of MOE and wanted very much to pre-empt MOE’s announcement of their correct findings. That’s is what AWARE’s president Dana Lam meant when she said they were “not surprised by MOE’s decision” to suspend AWARE’s insidious and harmful CSE program.
If any of you had been at the AWARE’s EGM last Saturday like I did, you couldn’t avoid the feeling that Mdm Singam and her team of supporters were more like storm-troopers from the pit of hell (the worst that can be said of them); or like communists (which is about the best that one could say). It was all so lopsided, and there was absolutely no debate at all. Josie and her team were totally denied by those stormtroopers from hell’s pit of their rights to speak and to explain!
Where was the civility and the civil society last Saturday afternoon?

I think this is a new low in respect to Singapore parenting.
If you think a program like CSE will lead to your kids having frequent sex or, hell, change them into homo, either you over-estimated the power of CSE or under-estimate your kids ability to think.
If you fall under those parents that saw red in the CSE, thinking it will lead your kids astray, please do the society a favor, lock your kids up in an ivory tower, no TV, no movies, no internet, no newspaper, until they reached 18yo. Then release them back to society. Somehow a program inside will teach them to handle sex naturally.
Faced it there are PLENTY worst influences than CSE out there, what you gonna to do?
CSE will teach general knowledge to kids, as for the morality of sex, shouldnt it be enforce or even taught by the parents?
not only you are expecting someone else to teach the morality of sex to your kids, you hope that they will not teach too much. Best if not at all?
Parents, you are teens yourself, did your sexual education (if any) works? did you not have pre-martial sex? did you not watch porn? with the opening of internet, the kids will learn more out there.
Rather than adopt a closed door policy (dont ask dont tell) shouldnt you teach your kids to THINK, empower them with knowledge to judge?

There has been mention about kids having access to alternative and multiple resources on the Internet about sex, etc. That is a fact.
The CSE contains reference to anal sex, homosexuality, etc
so what is the difference.
A BIG one, it seems. There is a difference, as any educator will tell you, about a kid reading, watching pron, vs someone of authority, position or trust telling him about porn and sex. While one may explore due to curiosity, etc, hearing it from one appointed by the school is vastly NOT the same.
The homosexuality advocates like to equate what IS similar BUT very different as the SAME – such logic is gravely flawed.

This is what I heard from a friend this evening.
2 of her siblings were christian and the sister got her pastor to try to convert the elderly father. The elderly man kept refusing and asked my friend to call the pastor to stop visiting him. The pastor insisted that he heard that from my friend’s father and refused to accept the explanation that he had asked her to convey his wish. Later her christian sister called and said that her pastor called him to complain that my friend scolded him. This increased the rift between the sisters.
The maid late (after elderly man passed away) told my friend that he was forced to attend a service at a church despite screaming in protest.
Some time later, the christian daughter told the father that he had to see a nurse in a hospital. The mother went along and she later called my friend to say that it was a scheme to baptise the father as the pastor was waiting for them at the hospital.
Some time passed and the elderly man’s illness got worse.
One evening, my friend was called to visit her father in the hospital when he was critically ill, he was on oxygen and unable to speak clearly but he was looking at her, grabbing my friend’s son’s hand and refusing to let go. He was trying very hard to say something but no one understood. When they had to forcefully remove his hand, his eyes were following my friend as she left the hospital room.
She felt uneasy, not being able to understand the father.
He died soon.
My friend went into a state of depression from guilt for some time. Her son has learnt to hate christians.
Is this kind of evangelism pro-family?
How many non-christian parents have suffered and have to suffer when their “western” educated children became christians?
Instead of blaming gays for breaking up families, I sugggest that christians do some self reflection and see how their dogmatic belief that only Jesus can save everyone, has destroyed traditional families like my friend’s!

Hmmm…notice that despit the spotlight and attention on sex education in schools, the Minister of Education, Ng Eng Hen, has been stunningly mute on this matter.
After all, it is a political hot potato and he might not be able to take more damage to his image after making all Singaporeans subscribe for the forced CPF Annuity.
So expect to see his press secretary and his subordinates in his ministry take point when addressing the public on this issue.

Beware. Remember the Reichstag fire? Hilter deliberately allowed the communist party to burn the parliament building so that Germany would lose its collective shit and appoint him as Furhrer. The playing with human emotions is a old play from the trick books of politicians and the ambitious.
Look at the dynamics of what is happening. Single out a five minute portion in the materials, hype it up with words, stir the emotions of conservative baby boomers whom are now parents and you will get what you want – look at what is happening, conservatives and parents are now panicking. Seriously, people please THINK for goodness sake. Fundamentalists who claim that they are able intervene tumor growth and tsunamis are now saying all this are setting some agenda.
Back to my point and mark my words. This would evolve from changing the CSE materials and eventually doing some witch hunting in the gay community. After reading all the comments about civility, and that the last saturday’s EGM was uncivilized. I strongly DISAGREE, the vocal display is the most civil manner a society can demonstrate. How should society progress? How would you know that you have the right answer? Honestly, I am not knowledgeable in this area but I’ve read political philosophies from John Locke, Thomas Hobbs, Voltaire, Victor Hugo and Thomas Paine and even Confucius as well as some history. These men laid the foundations of democratic systems, civic action, personal liberties and civil society. When you understand all these, you will realize how corrupted this has become. So, my main point is read and understand ‘true’ knowledge and form your opinions and come out with a rational explaination. All this lobbying nonsense are just a waste of time, manipulating emotions and setting agendas.

All in all despite the above, I am still pretty amazed and perplexed too at by the posting in WP. And WP’s moderation method like not allowing source of information to be posted for enlightening the pro or non-pro Christian teachings camps.
Indeed it is within WP or any other Blogs to fear “politicising” or religionising” of it’s subject matter if I may coin these two words. But surely too is not substantiation a necessity too by reference to a named source.
I am therefore perplexed by WP’s reently message like ” … you are posting your … too fast”. And my posting thus did not appear even for the moderation cause. Kind of makes me feel that my references to The Holy Bible is an attempt on my part to turn that direct WP TSM posted subject into a Christian blog. It’s NOT the fierst time it has happened. And so it looks more like that WP is tracking me and not according the normal courtesy for moderation run.

As this is would then the “Inclusive Society” of this government’s saying. BUT Intiated AND Contributed by US the Citizens of Singapore. And implementated by this government. Perhaps I can bring the discussion back and ask if there seemed to be so many people out there who think that CSE is ok, why is it that the government suspended it only just?
Is it
1. The government is weak and giving in to the minority fundamentalist group?
2. The government is weak and giving in to the majority view?
3. The government is doing it because they think its the right thing to do but was caught unaware of the content before?
4. The government is anti-gay or anti Aware?
It can’t be (4) as they would have blocked the CSE from the start. Which is it?
Who should the government make the policy based on? Should it be
1. Gays?
2. Students?
3. Parents?
4. Everyone?
If its everyone (or more specifically non-parents), how to address the concern for the responsibility that the parents have to carry for values taught which is not aligned with their family values?
